INVITATION FOR BID

National Premix Construction PLC is inviting eligible and interested bidders for Construction Works of Steel Structure, Roofing, Electrical Installation for HCB Factory in Dukem for its sister companies. A complete set of bidding documents, comprising the BOQ, detailed documents, and the Technical Evaluation Criteria, shall be obtained from the Head Office located in Terrycloth, next to Awash Winery-East African Real Estate Building, Block 1, 2nd Floor, Addis Ababa. The bidding documents may be obtained upon Unreturnable payment of five hundred Ethiopian Birr (ETB 500). The bidders expected to submit a technical proposal and financial offer with one original and one copies in a sealed envelope. National Premix Construction Plc hereby requests a detailed price quotation from qualified and experienced subcontractors for the following scope of work in accordance with the attached Bill of Quantity (BOQ) and the requirements as mentioned below, 

1.SCOPE OF WORK

The subcontractor shall provide all labor, equipment, and services except main materials required for the following works as detailed in the attached BOQ:

1.1 Structural Steel Works

• Supply/installation of steel columns 
• Trusses, rafters, bracing systems 
• Purlins and secondary steel members 
• Base plates and anchorage systems 
• Welding, bolting, alignment, erection 

1.2 Roofing and Cladding Works

• Roof sheeting installation 
• Ridge caps and flashings 
• Gutters and rainwater systems 
• Roof insulation (if specified) 
• Waterproofing and sealing works 

1.3 Electrical Power System Works

• Main power intake and distribution
• MV/LV transformer installation
• Main switchboards and distribution boards
• Internal wiring and cabling systems
• Lighting and socket outlet systems
• Earthing and bonding systems
• Lightning protection system

2. SUBMISSION REQUIREMENTS

Bidders must submit the following documents with their price quotation:

• Renewed Business License, VAT Certificate, TIN Certificate, TOT, Commercial Registration License
• Construction License (Grade 5+)
• Methodology & Schedule
• Manpower: proposed team + key CVs
• Equipment, Machinery & schedule (method statements, program, safety, Formwork and others)
• Technical and financial documents as per the attached BOQ and   Detailed Criteria
• General and Specific Experience

3. EVALUATION AND AWARD

• Quotations will be evaluated based on technical compliance and competitiveness of price.
• National Premix Construction plc reserves the right to reject incomplete or non-compliant quotations.
• The lowest-priced quotation will be considered after meeting all technical requirements.

4. SUBMISSION INSTRUCTIONS

• Submit a Technical Proposal and Financial Offer in separate sealed envelopes.
• Submit the Bid Security in a separate envelope together with the Technical Proposal envelope.
• Bids must be submitted in the bidder’s own name only.
• Bid Security: ETB 200,000.00(Two hundred Thousand birr only) in the form of an unconditional Bank Guarantee or Cash Payment Order (C.P.O.). with the Name of NATIONAL PREMIX CONSTRUCTION PLC. Any other form is not acceptable.
• All bids must be deposited in the tender box at NATIONAL PREMIX CONSTRUCTION PLC, Procurement Department before the document submission deadline (Friday, July 03, 2026 10:00 AM Or 4:00 Local time starting from Wednesday, June 17, 2026.

5. BID CLOSING & OPENING DATE

• Bid Closing Date: Friday, July 03, 2026 10:00 AM Or 4:00 Local time
• Bid Opening Date: Friday, July 03, 2026 10:30 AM Or 4:30 Local time

Bid opening will be conducted in the presence of bidders and/or their duly authorized legal representatives who wish to attend, at the specified date, time, and place. If National Premix Construction management considers it appropriate, the bid opening may be carried out only by the companies’ committees.

6. NOTICES

Bids not meeting the requirements will be rejected without further notice.

NPC demands strict adherence to deadlines; bids submitted after the final submission date will not be considered.

NPC reserves the right to bid either partially or fully to accept or reject.
