Andbeteseb Housing Cooperative Society invites sealed bids for the execution of remaining construction works for a 2 Basement + Ground + 13 Storey Residential Building located in Akaki Kality Sub-City, Woreda 07, Addis Ababa.

INVITATION FOR NATIONAL COMPETITIVE BID (NCB) Tender No. NCB/AB-HCS/001/2018

Andbeteseb Housing Cooperative Society hereby invites sealed bids from eligible and qualified contractors for the execution of the remaining construction works of its 2B+G+13 Residential Building Project through National Competitive Bidding (NCB).

1. Project Description

The project consists of the completion of a 2 Basement + Ground + 13 Storey Residential Building located in Addis Ababa, Akaki Kality Sub-City, Woreda 07. The building is currently at the Ground Floor structural stage.

2. Scope of Works

The scope of work includes, but is not limited to:

• Completion of all remaining reinforced concrete structural works.
• Supply and installation of subsurface drainage work.
• Provision of all required labor, construction equipment, tools, supervision, temporary works, and associated services necessary for successful completion of the project.

3. Employer-Supplied Materials

The Employer shall provide the following major materials:

• Reinforcement Steel Bars.
• Concrete for structural works.

The successful Contractor shall be responsible for the provision of all labor, equipment, machinery, tools, supervision, temporary works, and all other materials not specifically supplied by the Employer.

4. Eligibility Requirements

Interested bidders shall meet the following minimum requirements:

• The Bidder must hold a valid and renewed General Contractor (GC) Grade 1 or Building Contractor (BC) Grade 1 license, duly issued by the relevant government authority and effective for the 2018 Ethiopian Fiscal Year (E.F.Y.).
• Possess a valid Trade License.
• Possess a valid Tax Identification Number (TIN) Certificate.
• Possess a valid VAT Registration Certificate.
• Possess a valid Tax Clearance Certificate.
• Be registered in the Government Supplier List.
• Have proven experience in the successful execution of similar building construction projects.

5. Purchase of Bid Documents

Interested eligible bidders are hereby informed that bidding documents will be available for collection from Andbeteseb Housing Cooperative Society Office from June 22, 2026 to June 27, 2026, during the following working hours:

• Morning: 9:00 AM - 12:00 PM
• Afternoon: 2:00 PM - 5:00 PM

Applicants are required to submit a written application letter and pay a non- refundable fee of ETB 2,000.00 (Two Thousand Birr Only) to obtain the bidding documents.

6. Bid Security

All bids must be accompanied by a Bid Security equivalent to Two Percent (2%) of the Bid Price in the form of an Unconditional Bank Guarantee issued by a reputable bank licensed to operate in Ethiopia.

Any bid not accompanied by the required bid security shall be rejected.

7. Bid Submission

Bidders shall submit their bids in sealed envelopes, comprising one (1) original and the required number of copies of the following documents, each enclosed in separate sealed inner envelopes clearly marked as:

• Technical Proposal
• Financial Offer
• Bid Security

The sealed inner envelopes shall be enclosed in one sealed outer envelope, clearly marked with the name of the procurement, the bidder's name and address, and the statement "Do Not Open Before the Official Bid Opening Time."

The complete bid shall be delivered to the And-Beteseb Housing Cooperative Society Office on or before July 07, 2026, at 9:00 AM (local time).

Late bids shall be rejected and returned unopened.

• Bid Submission Deadline: 07 July 2026 at 9:00 A.M. Local Time.

Late bids will be rejected.

Bidding document should be prepared in English language.

8. Bid Opening

Bids will be opened in the presence of bidders' representatives who choose to attend on:

• Bid Opening Date: 07 July 2026 at 10:00 A.M. Local Time.

9. Employer's Right

Andbeteseb Housing Cooperative Society reserves the right to accept or reject any or all bids and to annul the bidding process at any time prior to contract award without incurring any liability to bidders.
