Agarfa Woreda Finance office intends to apply parts of the allocated budget of the Food System Resilience Program financed by the World Bank (IDA) toward the cost of construction of  Kontule Community Pond and intends to apply part of the allocated budget  towards payments under the contract of this construction works.

Agarfa Woreda Finance office invites all eligible and qualified contractors of category WWC who are financially and technically capable to furnish the necessary labor, material and equipment cost of construction of Kontule Community Ponds as described in the table below:-

1. Invited Bidders should fulfill the following requirements & other appropriate documentary evidences demonstrating the bidder's compliance:

• The bidder shall submit certificate of registration or certificate of competence from concerned body.
• Renewed trade license for the current budget year (2018 E.C).
• TIN and VAT registration Certificate.
• Tax clearance certificate, which is valid during the bidding period from Oromia Revenue Bureau/Federal Tax Authority.
• Copy if Tax Payer Registration Certificate.
• Copy of Value Added Tax Registration Certificate.
• Original Site visit (stamped and signed from Kebele Administrative office).
• Original Technical and Financial Offer.
• Contractors who are intending to bid by forming an association (Joint Venture), each applicant or partner of a joint venture must purchase and collect the Request for Quotation document, prepared by the Woreda for this particular bid.

2. Bidding will be conducted through National competitive bidding/NCB/procedures as specified in the World Bank Procurement Regulations bidding document prepared in the English language can be purchased from Agarfa Woreda Revenue Office Room No 4 starting from June 18, 2026 with nonrefundable fee of 2000 (Two Thousand) birr only for each lot sending to the bank account number 1000088542607 and giving bank advice to the revenue office.

3. Interested eligible bidders may obtain further information from Agarfa Woreda Finance office and the bidding documents in soft copy can be collected from the office, which is necessary for bidding purposes only at working time.

4. All bidders must be accompanied by a bid security in CPO or Bank guarantee of 400,000 (Four Hundred Thousand) birr only for lot and valid for 90 days after the date of bid opening. The bid security must be addressed to Agarfa Woreda Finance Office.

5. The deadline of bid submission shall be on July 20, 2026 at 10:00 A.M. starting from the announcement date on the newspaper and bid will be opened on the same day July 20, 2026 at 10:30 A.M. in Agarfa Woreda Finance Office Room No-01.

6. The bidding procedure to be followed is a single-stage, two-envelope procedure. The Bidder shall deliver the Bid in three separate, sealed envelopes (the Technical Part, the Financial Part and the Bid Security (CPO).These three envelopes shall be enclosed in a separate sealed outer envelope marked "Original Bid". "First Photo-copy, and Second Photocopy of Financial Part and Technical Part each placed in a separate envelope. These shall then be enclosed in one larger envelope clearly marked "Copies Bid."

7. Finally, the entire set of documents-both the Original Bid and the Copies Bid shall be enclosed in a single wax-sealed outer envelope, which shall clearly bear all necessary information regarding the Bidder, the Employer, and the relevant Project details Bids must be delivered to the address below on or before at 10:00 A.M. on July 20, 2026 and Electronic Bidding will not be permitted. Late Bids will be rejected.

8. Bids will be opened in the presence of the Bidders' representatives and anyone who chooses to attend at July 20,2026 at 10:30 A.M. at the offices of Agarfa Woreda Finance Office Room No. 01.

9. Bids shall be valid for 60 days after the bid-closing period.

10. Agarfa Woreda Finance office reserves the right to accept or reject any or all bids.
