The Ethiopian Roads Administration (ERA) is seeking expressions of interest from qualified RC-2/GC-3 and above contractors for sub-contracting work on the UNISA - Galan - Bishoftu - Biyo Road Construction Project.

REQUEST FOR EXPRESSIONS OF INTEREST

-Bishoftu - Biyo Road Construction Project

The Federal Democratic Republic of Ethiopia represented by the Ethiopian Roads Administration (ERA) has allocated funds for the above mentioned Project:

The Ethiopian Roads Administration hereby invites qualified RC-2/GC-3 and above contractors to express their interest in undertaking the below-mentioned work components as subcontractors on a fixed rate basis for the above listed sections of the project.

• Earthwork,
• Sub base,
• Side drainage,
• Walkway, and
• Landscaping works in full compliance with the highest civil engineering standards established by the Ethiopian Roads Administration.

The Contractor is responsible to ensure the works are executed to highest quality, within the budget and schedule. The envisaged subcontract works is scheduled for 6 months of construction followed by 1 year Defect Notification Period. The scope includes mobilization of all required equipment and qualified personnel to achieve the project objectives.

Interested contractors must demonstrate their capacity to perform the assignment by submitting information that confirms their qualifications. Contractors are required to provide the following minimum information:

• Specifically indicate the sections interested to participate.
• Eligibility documents, relevant licenses, and certifications.
• Annual audit reports for the last five years, demonstrating construction turnover and financial soundness prepared by an independent auditor and approved by Accounting and Audit Board of Ethiopia (AABE).
• Technical and managerial capability, including details on personnel and equipment.
• Litigation history.
• Disclosure of any conflict of interest.
• List of previously executed projects with supporting evidence, description of similar assignments performed, experience under similar conditions or with accelerated (crashed) schedules, and list of appropriate key experts/staff with relevant skills and experience for the assignment
• The Client may select high-ranking contractors through a merit-based scoring system, following a mandatory eligibility and qualification check. This framework will be used to prioritize project allocation among the highest-evaluated qualified bidders.
• Qualification and evaluation criteria: the minimum Annual Construction Turnover, Liquid Asset/ Cash Flow, General and Specific experience for each sub-contracting works are presented follow:

Performance record of firms will be assessed and considered for the shortlisting purpose. Contractors may form joint ventures to enhance their chances of qualification. Expressions of interest will be evaluated in accordance with the Public Procurement and Property Authority Proclamation of the Goverment of the Federal Democratic Republic of Ethiopia

Expressions of Interest must be delivered to the address below on or before July 10, 2026 at 5:30 PM with the format provided by ERA this specific submission.
