Oromia Roads and Logistics Bureau: Procurement of Bridge Construction

The Bidder must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments amounting ETB 15 million. Financial Resource must submit in the form of Unconditional.

The Peak annual construction turnover of ETB 73 million calculated as total certified payments received for contract in progress or completed within the last Five (5) years.

Submission of audited balance sheets and other financial statements acceptable to the

Public Body as required in the BDS Clause 17, for the last Five (5) Years to demonstrate

the current soundness of the Bidder`s financial position and its prospective long-term

profitability.

Nationality in accordance with ITB Clause 4.2.

No conflict of interest as described in ITB Clause 6.

Not having been debarred by decision of the Public Procurement Autority from participating in public procurements for breach of its obligation under previous contracts in accordance with ITB Clause 4.3.

Having been submitted VAT registration certificate issued by the tax authority (in case of contract value specified in BDS Clause 4.5(b)(ii)), in accordance with ITB Clause 4.5(b)(ii);

Having been submitted valid trade license or business organization registration certificate issued by the country of establishment

Having been submitted valid tax clearance certificate issued by the tax authority

Compliance with conditions of ITB Clause 4.4.

Relevant professional practice certificates with Category GC-5/RC-5 & Abov

Bidders must provide their team skills matrix and personnel statistics for the period specified in the BDS

Bidder must demonstrate that it will have the personnel for the key positions who actually will be performing the activities described in the bidding document.

Submit comprehensive and concise environmental and social, management system

(ESMS), that will be implemented by the contractor, and its subcontractors.

Experience Under construction contracts in the role of contractor, Sub-contractor or Joint venture at least the last Two (2) years prior to the submission deadline. 

All pending litigation shall in total not represent more than (30% ) thirty percent of the Bidder’s net worth and shall be treated as resolved against the Bidder.

Non-performance of a contract did not occur within the last Two (2) years prior to the deadline for Qualification submission based on all information on fully settled disputes or litigation.

Contractor must sign anti-bribery pledge using appropriate form to confirm and ensure the employer that he will not at any time engage himself into evil practices.

Bidder must visit the project site and submit original site visit evidence from woreda Roads and Logistics Office and declaration of site visit to appreciate fully the nature, volume and scope of works envisaged.

The Bidder must demonstrate that it will have available equipment for the implementation of the contract.

• Certificates of satisfactory execution of Experience as contractor, partner in a joint venture, or subcontractor, in One large Span Bridge with approach road with a value of at least 73,000,000 ETB within the last ten (10) years that has been successfully and substantially completed (70% Completed).OR For Two medium Span Bridge with approach road each with a minimum contract price of 36,500,000 ETB within the last ten (10) years that has been successfully and substantially completed (70% Completed).
