Bid for the Construction of School Block

Development Expertise Center (DEC) is a national Civil Society Organization established in 2007 and re-registered in 2019 under Registration No. 0009. DEC implements humanitarian and development programs across Ethiopia and maintains zero tolerance for fraud, corruption, exploitation, and abuse.

To improve access to pre-primary education and provide a safe learning environment, DEC, through the KNH SEND Children Project, invites sealed bids from eligible and qualified Level 8 contractors for the construction of a Pre-Primary School Learning Block (7m x 6m) in Dubli District, Afar Region.

1. Eligibility Requirements: Interested bidders must:

• Legally registered construction firms with valid & renewed license for the current fiscal year.
• Possess a valid Trade Registration Certificate and Tax Identification Number (TIN).
• Demonstrate relevant technical experience and financial capacity.
• Comply with applicable national laws and regulations and has no record of fraud, corruption, or serious professional misconduct.

2. Bid Submission Requirements: Bidders shall submit:

• Technical Proposal, including work methodology and implementation schedule.
• Financial Proposal (price quotation), Prices must be quoted in Ethiopian Birr (ETB).
• The financial offer must clearly indicate inclusion of 15% VAT.
• Unit prices and total prices must be stated.
• Alteration of quantities and specifications is not permitted.

3. Bid Documents and Submission

• Interested bidders can obtain the complete bidding documents (BOQ and Specifications) from the DEC Semera Field Office, located behind Awash Bank Semera Branch, approximately 400 meters away.
• Completed bids be submitted in a sealed envelope clearly marked: "Bid for the Construction of School Block" DEC Semera Field Office

4. Evaluation Criteria

• Bids will be evaluated based on Technical Compliance; 30% and Financial Competitiveness; 70%. DEC reserves the right to accept or reject any bid, wholly or partially, and to cancel the tender process without prior notice or liability.

5. Bid Closing and Opening schedule

The tender announcement will be made on 21 June, 2026. Interested bidders shall submit their bids no later than 29 June, 2026 at 5:00 PM. Bid opening will take place on 30 June 2026 at 10:30 AM at the DEC Semera Field Office. Ethical Compliance
