The Government of Ethiopia has received financing from the World Bank toward the cost of the Ethiopia Flood Management Project (E-FMP and intends to apply part of the proceeds for consulting services.
The consulting services ("The Services") include the provision of Feasibility study up to Detail design for selected investments in the Wabi-Shebele Basin & Genale Dawa Basin Flood Risk Reduction Investment.
GENERAL OBJECTIVES:-The overall objective of this project is to feasibility study up to Detail design for selected investments in the Wabi-Shebele Basin & Genale Dawa Basin is to evaluate the viability and effectiveness of proposed flood risk reduction interventions, ensuring that they are technically feasible, economically justified, environmentally sustainable, and socially beneficial for the affected communities.
SPECIFIC OBJECTIVES:
To establish a technical baseline for flood risk assessment through validation of existing data and updated hydrological and hydraulic analyses, including climate change considerations and flood hazard mapping.
To identify and develop priority flood risk reduction interventions by assessing risk hotspots, evaluating alternative solutions, and preparing detailed designs and cost estimates for selected measures.
To enhance institutional readiness for sustainable flood risk management through preparation of operational frameworks, environmental and social safeguards instruments, stakeholder engagement mechanisms, and capacity- building activities.
SCOPE OF SERVICES: The scope of the service is to conduct the Feasibility Study and prepare the Detailed Design for flood risk reduction and related infrastructure in the Wabishebele and Genale Dawa Basins, in accordance with national and international Standards, including those of the World Bank. While integrating environmental and social considerations such as ecological impacts, community livelihoods, resettlement, and gender and social inclusion.
PERSON MONTH & DURATION: It has 105 Person Month implantation periods of 450 Calendar days from the end of July 2026.

The Ministry of Water and Energy now invites eligible consulting firms (Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
THE SHORTLISTING CRITERIA ARE:
1. Firm's Core business and years in business
2. Qualifications in the field of the assignment
3. Technical and managerial capability of the firm
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank's "Procurement Regulations for IPF Borrowers" November 2020 updated in September 2023. Procurement will also comply with "Guidelines on Preventing and Combating Fraud and Corruption in Projects Financed by IBRD Loans and IDA Credits and Grants" revised as of July 1, 2016. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the QCBS method set out in the Procurement Regulations.
