The Federal Democratic Republic of Ethiopia Ministry of Irrigation and Lowlands has received financing from the World Bank toward the cost of the Ethiopia Climate Resilient Irrigation for Sustainable Production Preparation Facilities and it intends to apply part of the proceeds toward payments under the contract for the consulting services (Recruitment of Senior Financial Management Specialist - Individual Consultant).

1. OBJECTIVES OF THE ASSIGNMENT

The objective of the service is to provide support to the Irrigation PIU on Financial aspects of the Project's operation and ensure the maintenance of sound financial management arrangements consistent with the project financing agreement, manuals and project design documents.

2. SCOPE OF SERVICE

The Financial Management Specialist provides advisory and technical support to the MILLS, to increase efficiency in managing and maintaining a sound financial and accounting system for the achievement of value for money. Delivering on the project development objectives via:
(a) Assessing the continued adequacy of the project financial management arrangements and supporting the project to ensure its fiduciary management responsibilities throughout the project implementation,
(b) Ensure the financial management systems of the project will provide reliable and timely financial information for decision making;
(c) Ensuring that the project operations are carried out in accordance with applicable government and the World Bank financial management policies, procedures, and instructions; and
(d) Ensure World Bank and auditors recommended financial management performance and internal control systems improvement actions are implemented in a timely manner:

  •  Standards to meet the Project's Reporting Obligation Budget Administration Accounting and Staffing
  • Internal control (including Internal Audit)
  • Fund flow
  • Financial Reporting
  • External Audit

3. REQUIRED QUALIFICATIONS AND EXPERIENCE

The Senior Financial Management Specialist shall have:

  • Degree in finance/accounting and master's degree in Accounting/Finance/ economics/Business/Management from a recognized university or an ACCA Accounting qualification.
  • At least 12 years or above experience for degree and At least 10 years or above experience for master's degree in Financial Management for major company, government, or non-government institutions, at least 3 years in the World Bank financed project/programs with knowledge of the World Bank financial management guidelines and procedures or at least 3 years in development partners financed project financial management.
  •  Strong capability of communication on the subject matter, and capacity to offer trainings.
  • Proficient use and knowledge of Peachtree accounting system and other MS programs including spread sheets, word, and database.
  • Knowledge and proficient use of IFMIS has an added advantage.

4. DURATION OF THE ASSIGNMENT

The duration of the assignment is for twelve (12) months, renewable annually subject to satisfactory performance evaluation.

5.DELIVERABLES/SPECIFIC OUTPUTS EXPECTED FROM\ CONSULTANT

The specialist shall provide the following outputs:

  • Prepare Quarterly and annual financial plans of the Project.
  • Monthly financial Progress report highlighting both challenges and progresses.
  • Quarterly Financial progress on activities undertaken and solution to challenges.
  • Annual financial progress report.
  • Project completion financial report after completion of the project. Report on Financial management POM development and implementation. Regular update on code classifications and periodic financial reports. Regular update on Cash flow projections and budget monitoring. Accounting and reporting on the use of financial resources.
  • Regular update on financial management of signed contracts.
  • Report on financial supervision and guidance provided to the project and MILLS.
  • Monitoring report on project performance from the financial management point of view.
  •  Report on Review of World Bank disbursement database for this project.
  • Interim unaudited financial reports.
  • Update on facilitated Project accounts audits.
  •  Submit status report for actions taken on all audit findings.
  • Submission of report on overall Financial Management of the projects consistent with agreements, manuals and project document-POM.

6. MANAGEMENT PROCEDURES

Contractually, the Senior Financial Management Specialist will report to the WB and to the PIU and work closely with other PIU staff. The Financial Management Specialist shall also work closely with the World Bank's CRISP Project Sector Task Team Leader (Ethiopia) and other designated World Bank staff and consultants.

7. PAYMENT: based on experience and qualification of the consultant which is negotiable.

8. Place of Work: Addis Ababa, Ministry of Irrigation and Lowlands (MILLs).

The Ministry of Irrigation and Lowlands now invites eligible candidates to indicate their interest in providing the Services. Interested candidates should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The Senior Financial Management Specialist will be selected on the basis of the approved methods of selecting individual consultant in accordance with the World Bank's Procurement Regulations for IPF Borrowers (Procurement Regulation) Seventh Edition dated September 2025, and the Guidelines on Preventing and Combating Fraud and Corruption in Projects Financed by IBRD Loans and IDA Credits and Grants, dated October 15, 2026 and revised in January 2011 and as of July 1, 2016, and other provisions stipulated in the Financing Agreements.
