The Federal Democratic Republic of Ethiopia Ministry of Irrigation and Lowlands has received financing from the World Bank toward the cost of the Ethiopia Climate Resilient Irrigation for Sustainable Production Preparation Facilities and it intends to apply part of the proceeds toward payments under the contract for the consulting services (Recruitment of Senior Hydraulic Engineer - Individual Consultant).

1. OBJECTIVES OF THE ASSIGNMENT

The main objective of this assignment is to provide high-level technical expertise and quality assurance to ensure that all hydraulic and hydrologic studies, designs, and construction works for CRISP sub-projects comply with national standards, international best practices, and World Bank re- quirements.

The Senior Hydraulic Engineer will support the PIU through a dual-focus approach:

1. Federal Level (Direct Support): Provide direct technical appraisal, design review, and construction quality oversight for medium and large- scale irrigation schemes managed by the Ministry.

2. Regional Level (Advisory & Oversight): Provide structured technical oversight, capacity building, and advisory support for regional agencies implementing small-scale irrigation (SSI) schemes.
The CRISP Project PIU Coordinator would affirm that work plans drawn by the Senior Hydraulic Engineer in order to discharge his/her contracted duties are logically compatible with his/her respective job descriptions and would monitor that the planned services are delivered by the expert is in a manner and in line with the objective of the project/program.

  • Coordination and Reporting

3. REQUIRED QUALIFICATIONS AND EXPERIENCE

The Senior Hydraulic Engineer shall have:

  • Education: MSc or higher in Hydraulic Engineering, Water Resources Engineering, or a related field.
  • Experience: At least ten (10) years of professional experience for M.Sc. or eight (8) years with a PhD in hydraulic and hydrologic design, construction supervision, and irrigation infrastructure.
  • Technical Skills: Proficiency in engineering software (e.g., HEC-RAS, HEC-HMS, EPANET, SWAT, Civil 3D, AutoCAD, GeoStudio).
  • Preferred: Experience with donor-funded projects (World Bank, AFD, IFAD) is highly desirable.
  • Competencies: Strong analytical, communication, and training skills; ability to work effectively with multidisciplinary, multicultural, and government teams.
  • Language: Fluent both in Amharic and English languages

4. DURATION OF THE ASSIGNMENT

The duration of the assignment is for twelve (12) months, renewable annually subject to satisfactory performance evaluation.

5. DELIVERABLES/SPECIFIC OUTPUTS EXPECTED FROM CONSULTANT

The Consultant shall submit the following outputs:

  • Standardized Review Notes: Formal reports using agreed-upon templates for every design review or technical appraisal.
  • Hydrology Validation Summaries: Specific verification reports on water availability and hydrological adequacy for critical sub-projects.
  • Field Inspection Reports: Reports detailing construction quality assessments and compliance verification.
  • Capacity Building Materials: Training modules, checklists, and technical guidelines developed for regional use.
  • Monthly Progress Reports: Summarizing activities, technical findings, and recommendations.
  • Assignment Completion Report: A final report summarizing achievements, challenges, and lessons learned.

6. MANAGEMENT PROCEDURES

The Consultant shall report to the CRISP PIU Coordinator and work in close coordination with the SSI Lead Executive Office and regional bureaus. All deliverables must be submitted per the agreed schedule.

7. PAYMENT: based on experience and qualification of the consultant which is negotiable.

The Ministry of Irrigation and Lowlands now invites eligible candidates to indicate their interest in providing the Services. Interested candidates should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The Senior Hydraulic Engineer will be selected on the basis of the ap- proved methods of selecting individual consultant in accordance with the World Bank's Procurement Regulations for IPF Borrowers (Procurement Regulation) Seventh Edition dated September 2025, and the Guidelines on Preventing and Combating Fraud and Corruption in Projects Financed by IBRD Loans and IDA Credits and Grants, dated October 15, 2026 and revised in January 2011 and as of July 1, 2016, and other provisions stipulated in the Financing Agreements.
