INVITATION TO BID (ITB)

Digalu Tijo Woreda Police Office invites all eligible bidders that fulfill the following requirements:

1.Eligibility

The Office invites sealed bids from registered and eligible contractors in General Contractor (GC-5) or Building Contractor (BC-4) categories and above, holding a valid and renewed trade license for E.C. 2018, for the provision of all labor, materials, equipment, and services required for the: Construction of G+2+T Digalu Tijo Woreda Police Office Building.

2. Purchase of Bidding Documents

Interested and eligible bidders may obtain the bidding documents from the Digalu Tijo Woreda Finance Office upon submission of a written application and payment of a non-refundable fee of ETB 2,000.00 (Two Thousand Birr) from 25/06/2026 to 24/07/2026 during working hours. The fee shall be deposited to Commercial Bank of Ethiopia Account No. 1000061234253. After presenting the payment receipt, bidders may collect the bidding documents from the Procurement Unit, Room No. 3. The bidding documents shall be available for purchase for twenty-one (21) consecutive working days from the date of publication of this invitation. Bids shall be submitted on the 22nd working day at 10:00 A.M. and opened at 10:30 A.M. on the same day at the Digalu Tijo Woreda Deputy Administration Office and Head Office of Agriculture and Land Office, Room No. 3. If the 22nd working day falls on a public holiday, bid submission and opening shall take place on the next working day at the same time and venue.

3. Required Documents to Purchase of Bidding Documents

Bidders must be registered for VAT and shall submit copies of the following documents:

• Valid Trade License,
• Contractor Registration Certificate,
• VAT Registration Certificate,
• Valid Tax Clearance Certificate issued by the Oromia Revenue Bureau or the Federal Revenue Bureau, and
• These documents must be included in the qualification document.

4. Further Information

Interested bidders may obtain additional information, inspect, and acquire the bidding documents from: Digalu Tijo Woreda Police Office.

5. Bid Security

All bids must be accompanied by a Bid Security of ETB 500,000 (Five Hundred Thousand Birr) in the form of: Certified CPO (Cash Payment Order), or Unconditional Bank Guarantee, issued in favor of the Employer/Client. The Bid Security shall remain valid for 28 days beyond the bid validity period.

6. Submission of Bid Security

The Bid Security shall be: Signed, stamped, and sealed; Submitted in a separate envelope clearly marked "BID SECURITY"; and Enclosed within the Qualification Document package. Failure to comply with these requirements shall result in rejection of the bid.

7. Submission and Opening of Bids

a) Submission Address

Bids shall be submitted to Digalu Tijo Woreda Deputy Administration Office and Head Office of Agriculture and Land Office

b) Closing and Opening Time

Bid submission closed at 10:00 AM. Qualification documents will be opened at 10:30 AM in the presence of the Tender Committee and bidders or their authorized representatives who choose to attend.

c) Financial Offer Document

One (1) original and two (2) copies of the Financial Offer shall be placed in separate sealed The envelopes shall then be enclosed in a larger sealed envelope clearly marked: "TO BE OPENED ONLY IN THE PRESENCE OF THE TENDER COMMITTEE."

d) Qualification Document

One (1) original and two (2) copies of the Qualification Document shall be placed in separate sealed, signed & stamped envelopes marked: "QUALIFICATION DOCUMENT" Each envelope shall be sealed signed and stamped the envelopes shall then be enclosed in a larger sealed signed and stamped envelope clearly marked: "TO BE OPENED ONLY IN THE PRESENCE OF THE TENDER COMMITTEE."

e) Examination of Bidding Documents

Bidders are advised to carefully examine all instructions, conditions, and requirements contained in the bidding documents before preparing their bids.

f) Opening of Financial Offers

The Qualification Documents shall be evaluated first. Only bidders who successfully pass the qualification stage shall be invited to the opening of the Financial Offers. The Client will publicly announce the date, time, and venue for the opening of Financial Offers.

Grounds for Rejection Any bid containing, Forged or false documents, Missing pages & Any indication of financial information within the Qualification Document shall be rejected.

8. Any company that currently has a project in hand within Arsi Zone must have completed at least 75% of the project. The bidder shall submit an official letter from the project owner confirming the current status and percentage of completion of the project. Failure to submit this letter, or submission of false, misleading, or unverifiable information, shall result in automatic disqualification from the bidding process.

9. Responsibility for Incorrect Packaging

The Client shall not be responsible for any misplacement of documents, including placing the Qualification Document inside the Financial Offer envelope or vice versa. Such errors may result in rejection of the bid.

10. Bid Validity

The bid shall remain valid for 90 (Ninety) calendar days from the bid submission deadline. The Bid Security shall remain valid for an additional 28 days beyond the bid validity period, making the total validity period 118 calendar days.

11. Site Visit

Bidders are required to visit the project site and submit evidence of the site visit signed and sealed by the Employer. The site visit certificate shall be prepared in accordance with the Standard Bidding Document format.

Reservation of Rights

The Office reserves the right to accept or reject any or all bids, in whole or in part, without assigning any reason thereof, whenever such action is deemed to be in the best interest of the Office.
