Dear Prospective Bidder,

Toppan Security Ethiopia (“the Company”) hereby invites eligible and qualified suppliers to submit sealed Technical and Financial Bids for the supply, delivery, installation, configuration, testing, and commissioning of specified Information and Communication Technology (ICT) equipment and related services.

The Company intends to procure a range of ICT equipment to support its operational requirements, spanning network devices, wireless access, firewalls, IP telephony, video conferencing, power backup, and multifunction printers. Please note that item-by-item bidding is permitted; you may submit proposals for a single item, multiple items, or the full scope of supply listed in this ITB. Each quoted item must be comprehensive and include all delivery, installation, configuration, testing, commissioning, accessories, labor, and transportation costs within its unit price.

Scope of Supply

Bidders may quote for any of the following items:

• Item 1: Aruba 24-Port PoE+ Switch (1 pc)
• Item 2: Avaya IP Office with 10 IP Phones (1 lot)
• Item 3: Logitech Rally Bar (2 pcs)
• Item 4: FortiGate 70G Firewall (1 pc)
• Item 5: APC Smart UPS 5kVA (1 pc)
• Item 6: Heavy Duty Color Multifunction Printer (A3/A4) (1 pc)
• Item 7: Medium Duty Color All-in-One Printer (1 pc)
• Item 8: Black and White Standard Printer (2 pcs)

Submission Highlights & Key Deadlines

• Clarification Requests Deadline: 6 July 2026 (to be submitted in writing to Tamerat Asnake at tamerat.asnake@toppansecurity.com).
• Bid Submission Deadline: 10 July 2026 at 11:30 AM. Late submissions will be rejected.
• Bid Validity: Bids must remain valid for ninety (90) calendar days from the submission deadline.
• Currency: All prices must be quoted in Ethiopian Birr (ETB).

Important Note on Eligibility: Bidders must include a valid Trade License, TIN Certificate, VAT Registration Certificate (if applicable), Company Profile, and evidence of relevant experience. Additionally, Manufacturer Authorization Letters or Authorized Reseller Certifications are mandatory for FortiGate, Aruba, Avaya, Logitech, and APC branded equipment.

Bids will be evaluated based on Technical Compliance (30%), Relevant Experience (20%), Financial Proposal (40%), and Delivery Schedule (10%). The Company reserves the right to accept or reject any bid, or cancel the procurement process at any time without incurring liability.
