The Federal Democratic Republic of Ethiopia has received financing from the African Development Fund toward the cost of the PROGRAM TO BUILD RESILIENCE FOR FOOD AND NUTRITION SECURITY IN THE HORN OF AFRICA (BREFONS-Ethiopia) project, being implemented through the Ministry of Agriculture and intends to apply part of the agreed amount for this grant to payments under the contract for the Consultancy Services to develop mobile application for meteorological and Climate Services.

The services to be provided under the Assignment include design, development, deployment, and commissioning of a mobile application that provides accurate and up-to-date weather and climate information in line with the required functional specifications. This cover designing application architecture, selecting appropriate technologies, and developing a database server and Application -Programming Interface (API) for efficient data collection, integration, and management. The application shall operate seamlessly on both iOS and Android platforms and meet high standards of user experience, usability, performance, and reliability. It will also support Ethiopian languages, including Amharic, Afaan Oromo, Afar, and Somali, to ensure wider accessibility and inclusiveness for users across the country. The Assignment also includes development and delivery of training materials to Ethiopian Meteorology Institute (EMI) IT staff and end users as well as ongoing maintenance and technical support and limited to software development and related services and excludes hardware and network infrastructure required for operation.

The Ministry of Agriculture now invites eligible consultants to indicate their interest in providing these services. Interested Consultants (firms) must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, financial stands, have experience with financers etc.)

Eligibility criteria, the establishment of the short-list, and the selection procedure shall be in accordance with the Procurement Policy for Bank Group Funded Operations, October 2015 Edition available on the Bank Website at http://www.afdb.org.
