DMC Construction PLC invites eligible subcontractors to submit bids for the construction of a 4Km airport fence at Nekemte Airport, Oromia Region.

NOTICE OF INVITATION FOR BID

1. DMC Construction PLC has entered into a Contract Agreement with Ethiopian Airlines Group for the Construction of the Design and Build of Passenger Terminal and Support Facility Buildings at Nekemte Airport. The project is located in Nekemte Administration. Oromia Region, Ethiopia.

2. DMC Construction PLC hereby invites eligible bidders (subcontractors) to submit sealed bids for the construction of the 4Km Airport Fence Works. The scope of work includes providing all required manpower, including the necessary hand tools. The Main Contractor will provide all machinery, equipment, and materials required for the execution of the works.

3. The Works under this Bid include, but are not limited to, excavation, formwork, concrete works (placement of concrete supplied by truck mixer), and the installation of the metal fence. The Main Contractor shall supply and deliver the concrete, formwork materials, and metal fence components to the work site. The Subcontractor shall be responsible for carrying out all labor and associated activities necessary to complete the works.

4. Interested bidders shall submit the following evidence:

i) Trading license renewed for 2018E.C;

ii) Tax clearance certificate, which states that the bidder can participate in any public tender, valid at least up to 28days after bid submission date, VAT and TIN registration certificates:

iii) Certificate of registration from Ministry of Works and Urban Development with Category of GC-5/RC-4/RC-5 and above; and valid for 2018E.C;

iv) Registration as supplier in the list of the mandated public body. i.e. Public Procurement and Property Administration Agency (PPPAA) and

5. The Peak Annual Construction Turnover (ACT) for last five years must be at least ETB 5Million. The Bidder must demonstrate sufficient financial capability to undertake the works and the subcontractor shall submit the financial documents.

6. Interested Eligible bidders shall have General Experience under construction contracts in the role of Contractor, Subcontractor or Joint Venture Partner at least 2 projects in the last Ten (10) years.

7. Interested eligible bidders must have completed at least one building structure or road drainage structure construction contract within the last five (5) years, in the role of Contractor, Subcontractor, or Joint Venture Partner.

8. Bidding will be conducted through the National Competitive Bidding (NCB) procedure, and is open to all eligible bidders.

9. Interested eligible bidders may obtain further information and inspect the bidding documents at DMC Construction plc. at the address given below, from 8:00 to 12:00 AM and 1:00 to 5:00 PM from Monday to Saturday. A complete set of the bidding documents in English may be purchased by interested bidders on submission of a written application and presentation to the address below and upon payment of a nonrefundable fee of ETB 300, effective as of July 06, 2026.

10. Bidders shall submit two envelopes, "Qualification Application & Bid Security" in one envelope and "Financial Bid" in the other envelope, the two envelopes shall be sealed in an outer envelope.

11. Bid evaluation shall be conducted in two stages: First Stage: Financial Bid Evaluation, Second Stage: Technical Qualification Evaluation.

12. Bids must be delivered to the address below before July 09, 2026 at 2:30P.M. All Bids must be accompanied by a Bid Security of ETB 10,000.00 (ETB: Ten Thousand). Late bids will be rejected. One original and One copy of the bids have to be submitted.

13. Financial qualification and Bid security of the bidders will be opened in the presence of bidders representatives who choose to attend at the address below on July 09, 2026 at 2:30PM.
