1. Background
The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Governance Modernization to Enhance Efficient Service Delivery Project; it intends to apply part of the proceeds for consulting services for an Individual Consultant - Technology Governance. The consulting services will support the Federal Civil Service Commission (FCSC) in strengthening technology governance frameworks, digital transformation initiatives, and institutional capacity to enhance efficient public service delivery.
2. Objective of the Assignment
The objective of the assignment is to engage a qualified individual consultant with demonstrated expertise in technology governance, digital transformation, ICT strategy, and public sector modernization to provide technical advisory services and support the implementation of technology governance initiatives under the Project.

4. Education Qualification and Experience Requirements
4.1 Required Education Qualification
- Master's degree or higher in Information Technology, Information Systems, Computer Science, Engineering, Public Administration, Management, Technology Policy, or a closely related field.
- Advanced certifications in technology governance, IT management, cybersecurity, digital transformation, or technology policy (e.g., COBIT, ITIL, ISO 27001 and PMP) are highly desirable.
4.2 Required Experience and Skills
- Minimum of 10 years of progressive professional experience in technology governance, IT strategy, digital transformation, or public sector technology oversight, preferably in senior or advisory roles.
- Proven track record of designing, implementing, and institutionalizing technology governance frameworks, policies, and standards in complex organizations or government institutions.
- Extensive experience working with federal or national-level public sector institutions, regulatory bodies, or international development organizations, demonstrating the ability to navigate complex institutional and political environments.
4.3 Required Technical Skills
- In-depth knowledge of technology governance frameworks and best practices (e.g.. COBIT, ITIL, ISO/ IEC standards. GDPR, or equivalent).
- Proven skills in technology risk management, including cybersecurity, data governance, digital ethics, and system sustainability.
- Ability to translate complex technical concepts and technology policies into actionable governance, strategy, and policy recommendations.
5. Selection Method
The Individual Consultant will be selected in accordance with the Individual Consultant Selection (ICS) method set out in the World Bank Procurement Regulations for IPF Borrowers, Sixth Edition, February 2025.

The consulting services will support the Federal Civil Service Commission (FCSC) in strengthening technology governance frameworks, digital transformation initiatives, and institutional capacity to enhance efficient public service delivery.
8. Objective of the Assignment
The objective of this assignment is to provide advanced technical expertise to the Federal Civil Service Commission in the design, development, and deployment of secure, scalable. and sustainable software systems that support public sector reform and digital government initiatives.

10. Qualification Experience Requirements
10.1 Required qualification
- Master's degree or higher in Computer Science, Software Engineering, Information Technology, or a closely related field.
- Additional professional certifications in software development, cloud computing, Development and IT operations (DevOps), or system architecture are an advantage.
10.2 Required Experiences
- A minimum of 7-10 years of progressive professional experience in software design, development, and deployment.
- Demonstrated experience in leading the development of high-level, scalable, and secure software systems.
- Strong hands-on experience with modem programming languages and frameworks (such as Python, Java. JavaScript. .NET, or equivalent).
- Proven experience with cloud-based platforms (AWS, Azure, GCP) and DevOps practices, including CI/CD pipelines.
- Experience integrating Al or data-driven solutions into software platforms is highly desirable.
- Proven ability to mentor technical teams and support knowledge transfer and capacity building.
10.3. Technical Skills
- Advanced proficiency in software system architecture and design.
- Strong hands-on skills in modern programming languages and frameworks (e.g.. Python, Java, JavaScript. .NET, or equivalent).
- Expertise in backend development, API design, and database management (SQL and NoSQL).
- Experience with cloud computing platforms (AWS, Azure, GCP) and containerization technologies (Docker, Kubernetes).
- Strong knowledge of DevOps practices, including CI/ CD pipelines, automated testing, and version control systems.
