About DEC
Development Expertise Center (DEC) is a national civil society organization established in 2007 and re-registered in 2019 under Ethiopia's Civil Society Organizations Proclamation (Registration No. 0009).
DEC operates humanitarian and development programs across seven regional states and Addis Ababa City Administration, focusing on:

In alignment with its mission, DEC is currently implementing the Education Cannot Wait (ECW II) Project, coordinated by Save the Children International (SCI), in the Amhara Region. The following bid activities will be implemented in Angolelana Tera, Tarmaber, Kewot, and Mojana Wodera Woredas of North Shewa Zone, and Raya Kobo, Guba Lafto, and Angot Woredas of North Wollo Zone.
1. Invitation to Tender
Accordingly, DEC invites qualified and eligible contractors to submit bids for the following activities in the above-mentioned project areas:
1. Rehabilitation / renovation of learning classrooms/school blocks
2. Renovation of existing latrines and construction of semi-permanent latrines
3. Construction of Temporary Learning Spaces (TLS) and WASH facilities
Interested bidders are invited to obtain the complete set of bidding documents from DEC offices at Debrebrehan and Woldia Offices
- Bidders must possess a renewed and valid business license for the current fiscal year; and shall submit CPO (2%)
- DEC reserves the right to accept or reject any or all bids without assigning any reason.
- Late submissions will not be accepted.
- Bid prices must clearly indicate VAT inclusion.
- Each bid item must be submitted separately in a sealed envelope.
2. Eligibility Criteria BID submission requirements
Eligible bidders must:
- Be legally registered businesses with valid and renewed licenses for the current fiscal year.
- Possess valid trade registration and Tax Identification Number (TIN).
- Demonstrate relevant technical experience and financial capacity.
- Have no record of fraud, corruption, or serious professional misconduct.
- Ensure quality standards and compliance with applicable laws and regulations.
- Financial proposal (price quotation) with delivery schedule.
3. Financial Conditions:
- Prices must be quoted in Ethiopian Birr (ETB).
- The financial offer must clearly indicate inclusion of 15% VAT.
- Unit price and total price must be indicated.
- Alteration of quantities and specifications is not allowed.
4. Submission Address & Procedure
All bids must be submitted in a sealed envelope clearly marked the bid type and area office(DEC Woldia or Debreberhan Field Office)
5. Bid Submission Date
- Date of Announcement: 05 July 2026
- Submission Deadline: 13 July 2026, at 5:00 PM
- Bid Opening Date & Time: 14 July 2026, at 10:30 AM (4:30 local time)
6. Ethical Compliance
All bidders must adhere to DEC's safeguarding, child protection, and. anti-corruption policies. Any form of fraud, bribery or unethical practice will result in immediate disqualification.
