Ladies and Gentlemen,

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) EnDev has commissioned us with the appraisal/implementation of the aforementioned project.

The assignment in this tender is concerned with the following:

GIZ EnDev seeks to hire a consulting firm to undertake training in technical and business skills for the Addis Ababa Electric Cookstove Producers Association.

Eligible local service providers interested in the attached ToR (Annex-1) to undertake training with the required services are invited to submit their financial and technical offers separately in a zipped folder via email to et_ccc_quotation@giz.de, mentioning the reference number (7000016459) in the subject line of the email. The technical offer must not include any price information, and both the technical and financial offers should be submitted as separate PDF documents.

Please note that bids are to be submitted in person using the two-envelope procedure, i.e., we request that you submit your technical proposal and price offer in separate sealed envelopes and addressed as follows. The outer package/envelope must mention the reference number 7000016459

All the tender documents, ToR, price sheet, and general terms and conditions are attached with this tender document as annex.

Should you be interested in implementing the tasks according to the ToR, we request that you submit your technical and financial proposal to arrive at the GIZ Climate Change Cluster (CCC) Ethiopia office or by email to et_ccc_quotation@giz.de  until July 15, 2026, 02:00 PM.

The reference number should be stated in the subject line of the email.

Form and Costs

All documents of the bid can be submitted in hard copy or in an email using the above- referred address. No remuneration will be paid by GIZ for preparing the bid.

Subsequent corrections or modifications to the bid can be submitted until the deadline for submission and must be made in the same form as the bid.

The bid must be based on the General Terms and Conditions of the contract (‘Terms and conditions local’ Annex 4) for supplying services and work on behalf of the Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) GmbH. In the event of an award of a contract, they will become an integral part of the contract. The bidder’s general terms and conditions of business or payment do not apply.

Content of the technical offer

The submitted technical offer must include a detailed methodological concept in accordance with:-

1. Training concept and strategy

2. Learning and innovation

3. Project management

4. Cooperation

The technical offer should contain the CV submitted for experts, which can have a maximum of four pages. The concept should not exceed five pages. If one of the maximum page lengths is exceeded, the content appearing after the cut-off point will not be included in the assessment. External content (e.g. links to websites) will also not be considered.

The offer shall be submitted in the language of the tender document.

The technical offer shall not include any price information. Non-compliance may result in your bid not being considered.

Content of the price offer

Please calculate your prices on a net basis. Taxes should be indicated separately.

Evaluation of Offer

After the final technical evaluation (cf. Assessment Grid for the Technical Evaluation of Bids, Annex 2), only the price offers of bids with at least 51 out of 100 points will be opened and evaluated. Technical offers below 51 points will be considered as technically not acceptable. The technical offer has a weighting of 70%, and the price offer has a weighting of 30%. 

The evaluation of the bids is scheduled to be completed by July 20, 2026.

The final result is an overall ranking, headed by the most cost-effective bid.

Contract negotiations will be initiated on the basis of this overall ranking.

Special conditions and instructions:

• Supplier must attach a valid TIN, VAT, and a current, renewed business license.
• Suppliers must have a legal invoice.
• The service provider must clearly indicate whether the price offer is before or after 15% VAT in the attached Price Offer Sheet.
• Technical offers should be detailed descriptions of the service. Legal Documents/ business licenses will not be considered as technical offers.
• The offer might be rejected or disqualified:

1. if technical proposals and financial offers are not submitted separately,
2. if the reference number is not indicated on the envelope or the reference number is not indicated on the subject line of the email.
3. if legal documents/licenses are not submitted as technical specifications.

• The offer should be submitted in the language of the tender documents.
• Please consider the general terms and conditions attached for your offer preparation.
• For financial offers, use the provided price offer sheet form.
• The financial offer currency must be in EUR.
• The validity date of your offer should be 60 days
• The place where the activity is Addis Ababa.
• Payment will be settled after delivery of the service and presentation of a valid invoice.
• GIZ procurement and contract terms and conditions will be applicable.
• GIZ office has the right to cancel the tender fully or partially.
