Oromia Roads and Logistics Bureau: Procurement of Road Construction and Rehabilitation Work

The Peak annual construction turnover of ETB 79 million calculated as total certified payments received for contract in progress or completed within the last Five (5) years.

The Bidder must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments amounting ETB 16 million. The credit facility must be submitted in the form of Unconditional Credit Facility. 

Submission of audited balance sheets and other financial statements acceptable to the Public Body as required in the BDS Clause 17, for the last Five (5) Years to demonstrate the current soundness of the Bidder`s financial position and its prospective long-term profitability.

Nationality in accordance with ITB Clause 4.2.

No conflict of interest as described in ITB Clause 6.

Not having been debarred by decision of the Public Procurement Autority from participating in public procurements for breach of its obligation under previous contracts in accordance with ITB Clause 4.3.

Having been submitted valid trade license or business organization registration certificate issued by the country of establishment

Compliance with conditions of ITB Clause 4.4.

Must have a legal association ​agreement signed between the member of joint venture and Must be verified by Office of Document Authentication & Registration Agency or Oromia Attorney General Bureau. A signed legal association agreement 

Bidders must provide their team skills matrix and personnel statistics for the period specified in the BDS

Bidder must demonstrate that it will have the personnel for the key positions who actually will be performing the activities described in the bidding document.

Additional Technical Qualification Requirement for Bidders who can apply for Multiple (two or more) Contracts/Projects of concurrently floated construction projects on eGP (Since June 16, 2026);

1. Annual Construction Turnover: Must meet the aggregate/Sum of the annual construction turnover requirements of all concurrent projects applied for.

2. Financial Resources (cash flow): Must meet the aggregate/Sum of the cash flow requirements of all concurrent projects applied for.

3. Equipment: Must meet the aggregate of requirements for each Road Project.

4. Personnel: Must meet the aggregate of requirements for each Road Project.

A Bidder must submit separate required key staffs and equipment for each procurement intended to apply, as projects need to be carried out simultaneously. Failure to submit different key personnel and equipment leads to disqualification from the other bid and only one project was considered as per the advantage of the client

A bidder Annual construction Turnover and Financial Resources must be aggregated. If the Bidder aggregate couldn’t meet for Two or more than Two projects leads to disqualification from the other bid and only one project was considered as per the advantage of the client.

As the number of projects that a given Contractor can handle at a time increases, it does have an impact on the technical and managerial efficiency of the contractor. Hence, in order to manage the risk of inefficiency due to increase in number of projects, ORLB set the following Requirement for contractors that have Two and more than Two RCFS Construction projects works at hand.

The bidder who has Two and more than Two construction Contracts of ORLB RCFS Road projects at hand as a Single Entity or Joint Venture, must substantially complete project or the project progress will be greater than 70% for both projects). Those Contractors their progress couldn’t greater than 70% for both projects will be not allowed for this particular bid.

Experience in construction contracts in the role of contractor, joint venture partner or sub- contractor at least the last Two (2) years prior to submission of deadline.

Contractor must sign anti-bribery pledge using appropriate form to confirm and ensure the employer that he will not at any time engage himself into evil practices.

All pending litigation shall in total not represent more than ... percent of the bidder’s net worth and shall be treated as resolved against the bidder.

The Bidder must demonstrate that it will have available for the implementation of the contract the following equipment listed

Submit comprehensive and concise environmental and social, management system (ESMS), that will be implemented by the contractor, and its subcontractors.

The method statement and proposed construction schedules should be submitted.

Non-performance of a contract did not occur within the last Two (2) years prior to the deadline for Qualification submission based on all information on fully settled disputes or litigation.

Bidder must visit the project site and submit original site visit evidence from woreda Roads and Logistics Office and declaration of site visit to appreciate fully the nature, volume and scope of works envisaged.

Experience as contractor or joint venture or subcontractor, in One (1) road Upgrading/Construction projects with a value of at least ETB 79 million within the last ten (10) years.

OR

Experience as contractor or joint venture or subcontractor, in Two (2) road Upgrading /Construction projects each with a value of at least ETB 39.5 million within the last ten (10) years.
