1. The Federal Democratic Republic of Ethiopia (FDRE) has received financing from the World Bank toward the cost of the Ethiopia Food System Resilience Program and intends to apply part of the proceeds toward payments under the contract for Construction of a Specialized Poultry, Fish, and Honeybee and other livestock Diagnostic Facility at Building at Sebeta Animal Health Institute.

2. The Ministry of Agriculture now invites sealed Bids from eligible and qualified bidders who have Grade 5 General Contractor or Grade 4 Building Contractor and above for the above-mentioned Works.

3. The bidders shall furnish the following documents to fulfill the eligibility criteria:

  • Renewed Trade license for the Year 2018 EFY, TIN, VAT Registration, and A valid tax clearance certificate issued by the tax authority. This documentation is required only for Locally Registered bidders.
  • Audited Financial Report of past five Years Year 2013 EFY to 2017 EFY (2021 GC to 2025 GC).
  • Letter of Authorized signature (Power of Attorney).
  • Joint venture agreement, if applicable.

4. The bidders shall furnish the qualification criteria stated of the request for bid. Among others, the following documents to satisfy the post-evaluation criteria:

a. Financial Capabilities

i) The Bidder shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the construction cash flow requirements estimated as ETB 10 million.

ii) The Audited Financial Statement report (Audited by a certified Auditor) for the last five (5) years shall be submitted and must demonstrate the current soundness of the Bidder's financial position and indicate its prospective long-term profitability.

b. Average Annual Construction Turnover

i) Minimum average annual construction turnover of ETB 50 million ETB calculated as total certified payments received for contracts in progress and/or completed within the last five years.

c. General Construction Experience

i) Experience under construction contracts in the role of prime contractor, JV member, subcontractor, or management contractor for at least the last 5 years, starting 1st January 2021 G.C or 2013 EFY.

d. Specific Construction & Contract Management Experience

(i) A minimum number of similar contracts specified below that has been satisfactorily and substantially completed as a prime contractor, joint venture member, management contractor, or sub-contractor between 1 January 2021 G.C or 2013 EFY and bid submission deadline.

(ii) One contract, with a minimum value of 30 million, OR

(iii) Two contracts, each of minimum value of ETB 15 million.

5. Bidding will be conducted through National Competitive Procurement using a Request for Bids (RFB) as specified in the World Bank's "Procurement Regulations for IPF Borrowers: Procurement in Investment Project Financing - Goods, Works, Non-Consulting, and Consulting Services" (Seventh Edition, revised September 2025), available at www.worldbank.org . The bidding process is open to all eligible bidders as defined in these Procurement Regulations.

6. Interested eligible bidders may obtain further information from the Ministry of Agriculture, Procurement Executive, and inspect the bidding document during office hours from 8:30 AM to 12:30 PM noon and 1:30 PM to 5:30 PM from Monday to Thursday, and on Friday from 8:30 A.M to 11:30 A.M and 1:30 PM to 5:30 PM local time at the address given below.

7. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of ETB 500 (Five Hundred Birr Only) or equivalent amount in a freely convertible currency. The method of payment will be in cash/ cashier's check, Payment to Account No.1000009144009 in the Name of Ministry of Agriculture with a presentation of deposit slip in person and inspect the bidding document during office hours from 8:30 A.M to 5:30 PM at the address given below: Bidders' who wish to have the bid document delivered to their address by a courier service pay an additional amount of USD 300.00 or equivalent amount in a freely convertible currency for courier service charge or send a prepaid courier service coupon to the purchaser address below. However, the purchaser shall not be responsible for a loss or delay in the delivery of the mail and shall not entertain requests for extension on account of such delay.

8. Bids must be delivered in person to the address below on or before August 18, 2026 at 10:00 A.M. Electronic and postal bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders' designated representatives and anyone who chooses to attend at the address below on August 18, 2026 at 10:30 A.M.

9. All bids must be accompanied by a bid security ETB 500,000.00 (Five Hundred Thousand Birr Only) or an equivalent amount in a freely convertible currency in the form of an Unconditional Bank Guarantee or CPO in the name the of Ministry of Agriculture.

10. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder's beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
