The FDRE Ministry of Industry has received financing from the African Development Bank towards the cost of the Integrated Agro-Industrial Parks Support Project; and intends to apply part of the agreed amount for this grant to payments under the contract for Project Completion Environmental and Social Audit.

The services included under this project are:

a) Operational Safeguards (OS) Performance

• OS 1 (E&S Assessment): Review the final effectiveness of the ESMP in mitigating impacts from infrastructure such as Wastewater Treatment Plants (WWTP).
• OS 2 (Involuntary Resettlement): Conduct a final review of RAP implementation, focusing on the relocation of 200+ individuals and the adequacy of fair compensation.
• OS 3-5 (Biodiversity, Pollution, Labor): Evaluate final outcomes regarding resource efficiency, waste management, and Occupational Health and Safety (OHS) performance during the construction-to-operation transition.

b) Final Capacity Assessment

• Using the Capacity Needs Assessment Checklist, the auditor will perform a final evaluation of the E&S expert.
• ESMS Maturity: Determine if a functional, internal ESMS is integrated into the park administration's daily operations.
• Grievance Redress: Evaluate the lifetime performance of the Grievance Redress Mechanism (GRM) and confirm that all project related complaints are closed or have a clear path to resolution.

c) Stakeholder & Social Outcomes

• SEA/SH and GBV: Verify the effectiveness of the systems put in place to address Sexual Exploitation, Abuse, and Gender-Based Violence.
• Community Satisfaction: Conduct final surveys to gauge beneficiary satisfaction and the visibility of positive socio-economic impacts.

The FDRE Ministry of Industry now invites eligible consulting firms to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (provide brochures of previous assignments undertaken; describe similar assignments undertaken in the past; indicate experience in similar conditions/Sub-Saharan Africa; and make availability of a list of appropriate key experts/staff with skills and experience for the assignment). Consultants may constitute joint ventures to enhance their chances of qualification but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy.

A Consulting firm will be selected in accordance with the Quality and Cost Based Selections method. The expected starting date of the assignment will be on 1 November 2026 and the assignment is envisaged to be completed within three months from contract signing date. The services and requirements for this Consultancy are stipulated in the Terms of Reference that can be obtained from the address below.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank's "Procurement Policy for Bank Group Funded Operations", dated October 2015, which is available on the Bank's website at http://www.afdb.org and is open to all qualified Consultants.
