The average annual turnover calculated as total certified payments received for contracts in progress or completed within the last years must exceed times the amount of the financial proposal of the Bid;

Having been submitted VAT registration certificate issued by the tax authority (in case of contract value of Birr 100,000.00 and above) in accordance with ITB Clause 4.6.

At least staff currently work for the Bidder.

Among the staff mentioned in Sub-Clause, Bidder must demonstrate that it will have the personnel for the key positions that meet the following requirements

Bidders must conduct a site survey and submit detailed high-level design and implementation plans covering the full solution scope.

The bidder must provide Manufacturer Authorization Forms for active devices, cables, patch panel and UPS. To verify the authenticity of the Manufacturer Authorization Letter, the manufacturer must send the letter with a carbon copy (CC) to ppmd@hu.edu.et and ictd@hu.edu.et

The sender’s email address must use the official manufacturer’s domain.

History of non-performing contracts - Non-performance of a contract did not occur within the last years prior to the deadline for Bid submission, based on all information on fully settled disputes or litigation. A fully settled dispute or litigation is one that has been resolved in accordance with the Dispute Resolution Mechanism under the respective contract, and where all appeal instances available to the bidder have been exhausted.

The switches, wireless and firewall vendor proposed by the bidder for network infrastructure solutions must be a leader in Gartner’s Magic Quadrant (2025) in enterprise wired and wireless infrastructure.

Bidders must specify brand, model and part number for items and subcomponents of switches, firewall, wireless access point, wireless controller, cables, patch panel and UPS.

The bidder must submit a Bill of Material (BoM) without price in the technical proposal; omission leads to rejection.

If the bidders provide any false document (information), it will disqualify them from the bidding process and it is accused by law.
