Invitation to Submit a Tender

Dear Sir/Madam,

We intend to award a contract for the services/works described in the enclosed procurement documents.

Please submit your technical and financial bids in accordance with the following guidelines:

• Submission Deadline: 31.07.2026, @ 2:00 PM
• Language: English only

Details of our submission requirements are explained in the enclosed terms and conditions for application. Tenders which are submitted after the deadline, or which do not comply with the terms and conditions for application, will not be considered.

Key Terms and Conditions:

• General Terms: By submitting your tender, you accept GIZ’s General Terms and Conditions of Contract (in the currently valid version).
• No Negotiations: Please note that this is a public invitation to tender, so there will be no negotiations.
• Binding Period: When you submit a tender, it remains binding until the expiry of the deadline. The contract will come into force when GIZ issues the contract award notice within the deadline.
• File Size Limit: Bids that have a volume of more than 30 MB cannot be sent via standard e-mail. If your bid exceeds this size, you must share it via Filetransfer (marked as Tender no. 7000017502 Bidding documents) and send the password to ET_Contract_Quotation@giz.de. For security reasons, other data sharing tools will be rejected.
• Questions and Clarifications: If you have any questions regarding the tender, please send them no later than 23.07.2026 to ET_Contract_Quotation@giz.de. All clarifications will be communicated simultaneously in writing to all interested parties.

This invitation to tender is in no way binding on GIZ. GIZ's contractual obligation commences only upon the signature of the contract with the successful Tenderer. Up to the point of signature, GIZ may either abandon the procurement or cancel the award procedure without candidates or tenderers being entitled to claim any compensation.
