Positive Action for Development (PAD) is seeking qualified Grade 5 or above General/Building Contractors for the upgrade and renovation of the community resource center in Setit Humera town.

A. INVITATION TO TENDER
Invitation to tender extension for the upgrade and renovation of the community resource center in Setit Humera town.

Positive Action for Development (PAD) is an indigenous, non-governmental, non-profit organization, secular, and legally registered Ethiopian civil society organization with registration number 2330. The organization was established on June 6/2011, with a mission to save lives, promote hope, end poverty, and achieve social justice through integrated and sustainable development approaches.

PAD would like to invite qualified and interested potential bidders to tender for upgrading and renovating the community resource center in Setit Humera town.as specified below:

Note that

• Bidders must hold a valid and renewed contractor license under General Contractor (GC) or Building Contractor (BC), Grade 5 or above, and must provide proof of certification. 
• The completion period for the works shall be twenty-five (25) calendar days from the date of contract signing.
• All pages of this bid document must be completed, signed, and stamped by a duly authorized representative of the Organization/Company. The fully completed document must be submitted to PAD along with the supplier's technical and financial documents. Failure to comply with this requirement will be at the Bidder’s own risk and may result in the rejection of the Bid.
• Bids must be submitted in a sealed envelope, clearly marked with the tender title and reference number, and must include separate Technical and Financial Proposals as required. Both the original and the copy technical and Financial Documents are required to be submitted separately.
• Bidders must comply with all mandatory eligibility and qualification requirements and submit all required supporting documents as specified in the bidding document.
• Performance Guarantee- the successful bidder shall be required to furnish a Performance Guarantee equivalent to 5% of the contract value in the form of an unconditional Bank Guarantee or CPO, prior to contract signing, which shall be payable to the purchaser as compensation for any loss resulting from the supplier’s failure to complete its obligations under the Contract or the purchase order issued. Failure to submit the guarantee within the specified timeframe will result in forfeiture of the award.
• Our organization's payment policy does not permit advance payments. Instead, payments will be made progressively in installments of 30%, 30%, and 40%, based on the verified progress of the work. Each payment shall be subject to verification and certification by the supervising engineer, Field Office, and Head Office staff before payment is processed.
• If a supplier is eligible and willing to participate, they should deposit ETB 2,000 into the Commercial Bank of Ethiopia (CBE), Account Number 1000321092938, Account Name: Positive Action for Development (PAD), and can request the tender document by attaching or submitting the bank deposit slip.
• The Bank Deposit Slip should be attached to the email request.
• Bidders, or their authorized representative, can attend the public opening of the Bid at the time, date, and location specified

Requirements:

Interested eligible bidders must submit a written application along with copies of the following mandatory legal documents:

• Having BC/GC-5 and Above
• Business Registration
• Renewed Business License in the respective area.
• TIN Certification.
• VAT registration certificate.
• Tax Clearance.
• Proven experience in similar work over the last three (3) years,
• Testimonies of related services
• Quality assurance certificate specifically for iron sheet
• Bid Bond: 2% of the total price in the form of a CPO.
• Bank Deposit Slip of ETB 2,000 into the Commercial Bank of Ethiopia (CBE), Account Number 1000321092938, Account Name: Positive Action for Development (PAD).

All Quotations must be presented in English only.

Clarity of specifications and presentation of the bid offer, quality, delivery time, and value-for-money principles will be considered in the evaluation of the bid.

Positive Action for Development (PAD) reserves the right to accept or reject all or parts of the bids at any time without assigning any reason or reason whatsoever. Tenders submitted after the deadline will be automatically rejected.

The submitted Quotation could be used as the basis for a contract between your firm/institution and PAD.

Bid Collection, Submission, and Deadline Dates

A. Bid Document Collection Dates

Interested suppliers are required to deposit a non-refundable fee of ETB 2,000 into the Commercial Bank of Ethiopia (CBE), Account Number 1000321092938, Account Name: Positive Action for Development (PAD).

To request the bid document (available from 08-21 July 2026, 11:00 AM or 05:00 local time)), suppliers must provide the bank deposit slip along with a copy of their valid ID and trade license through one of the following options:

• In Person: Submit the original deposit slip together with a copy of your ID and trade license to the PAD Procurement Office at our Head Office, located in Lemi Kura Sub-City, Woreda 13, House No. B005 | Around CMC Square, 500 meters from Menabert Real Estate Tel: +251116- 701-916, or PAD Setit Humera Coordination Office, Kebele 04, In front of Guna mirt gebeya.
• By Email: Send a request for the bid document to procurement@padethiopia.org , attaching the bank deposit slip, ID, and trade license, and clearly reference the bid reference number in your email (PAD/033/26) for the specific bid title.

Email or requests without these attachments will not be considered valid bid document requests.

B. Bid Document Submission and Closing Date

• The Original Technical Proposal shall be submitted in an individually sealed envelope clearly marked "Original Technical Proposal," bearing the tender title, reference number, and the bidder's details.
• The Original Financial Proposal shall be submitted in an individually sealed envelope clearly marked "Original Financial Proposal," bearing the tender title, reference number, and the bidder's details.
• One copy of the Technical Proposal shall be submitted in an individually sealed envelope clearly marked "Copy Technical Proposal," bearing the tender title, reference number, and the bidder's details.
• One copy of the Financial Proposal shall be submitted in an individually sealed envelope clearly marked "Copy Financial Proposal," bearing the tender title, reference number, and the bidder's details.

All four individually sealed envelopes shall be enclosed in one outer sealed envelope bearing the tender title, reference number, and the bidder's details, and submitted in the bid box prepared at PAD Head Office, located in Lemi Kura Sub City Woreda 13 House no. B005 |Around CMC Square, 500 meters from Menabert Real Estate Tel: +116 701 916, or PAD Setit Humera Coordination Office, Kebele 04, in front of Guna mirt gebeya.
