The average annual turnover calculated as total certified payments received for contracts in progress or completed within the last years must exceed times the amount of the financial proposal of the Bid;

The Bidder must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet the following cash-flow requirement

Having been submitted valid trade license or business organization registration certificate issued by the country of establishment in accordance with ITB Clause 4.6

Having been submitted valid tax clearance certificate issued by the tax authority (Domestic Bidders Only) in accordance with ITB Clause 4.6

Having been submitted VAT registration certificate issued by the tax authority (in case of contract value of Birr 100,000.00 and above) in accordance with ITB Clause 4.6.

Nationality in accordance with ITB Clause 4.2.

No conflict of interest as described in ITB Clause 6.

At least staff currently work for the Bidder.

Among the staff mentioned in Sub-Clause, Bidder must demonstrate that it will have the personnel for the key positions that meet the following requirements

History of non-performing contracts - Non-performance of a contract did not occur within the last years prior to the deadline for Bid submission, based on all information on fully settled disputes or litigation. A fully settled dispute or litigation is one that has been resolved in accordance with the Dispute Resolution Mechanism under the respective contract, and where all appeal instances available to the bidder have been exhausted.

Provide Training Plan for both Factory(industry standard) based training for at least eight ICT staff and for at least 15 days and Onboarding 16 Staff

Bidders must provide compliance table

The bidder must provide comprehensive post-deployment maintenance and technical support services, including response and resolution timelines after sales

The bidder must submit a Bill of Material (BoM) without price in the technical proposal; omission leads to rejection.

Bidders offering only partial subsystems or fragmented solutions will be automatically disqualified.

All item specifications and requirements are treated as mandatory criteria

Bidders must specify brand, model and part number for items and subcomponents of cameras, switches, cables.
