Open National Competitive Bidding (Tender Notice)

The Chemical Industry Corporation (CIC) invites eligible and legally licensed consulting firms with relevant experience to participate in an Open National Competitive Bidding (NCB) process for the implementation of an Enterprise Resource Planning (ERP) system at its Head Office and its affiliated factories and projects. Accordingly, interested bidders who meet the following requirements are invited to participate in the tender.

1. Bidders shall possess a valid and renewed business license in the relevant field; provide business registration certificate; have paid all current tax obligations; be able to submit a valid Tax Clearance Certificate; provide a Taxpayer Identification Number (TIN) Certificate; and provide a Value Added Tax (VAT) registration certificate.

2. The tender shall remain open for twenty (20) consecutive days from the date of publication in the Addis Zemen newspaper. Interested bidders may purchase the bidding documents during the tender period on working days (Monday to Friday) from: Morning: 8:00 a.m.-12:30 a.m and Afternoon: 1:00 p.m.- 5:00 p.m Upon payment of a non-refundable fee of ETB 300.00 (Three Hundred Birr). The bidding documents may be obtained from: Chemical Industry Corporation (CIC) Head Office 2nd Floor, Operations Directorate, located at former Imperial Hotel along Gerji road, Addis Ababa.

3. Bidders shall submit one original and one copy of the technical proposal; one original and one copy of the financial proposal; each proposal shall be sealed separately in different envelopes. A bid Security in the name of the Chemical Industry Corporation, amounting birr 143,916.67 (One hundred fourth three thousand nine hundred sixteen 67/100 birr) shall be submitted in the form of either: a Bank Certified Payment Order (CPO); or an unconditional bank guarantee. The bid security shall be enclosed with the original technical proposal or separately. The complete bid shall be submitted to the above address no later than 2:00 p.m. on the 21st day from the date of publication of the tender notice.

4.The bid box shall be closed at 2:00 p.m. on the 21st day following publication of the tender notice in the Addis Zemen newspaper. Bids received after the closing time shall not be accepted. If the 21st day falls on a public holiday or non-working day, the bid closing shall take place at the same time on the next working day.

5.The bids shall be opened at 2:30 p.m on the same day the bid box is closed, in the meeting hall of the Chemical Industry Corporation, in the presence of bidders or their duly authorized representatives.

6.The Chemical Industry Corporation reserves the right to cancel the tender, either wholly or partially, if it determines that a more favorable alternative exists or if cancellation is otherwise considered to be in- the Corporation's best interest.
