The Addis Ababa City Administration Transport Bureau (AATB) hereby invites registered, eligible, and qualified contractors to submit sealed bids for the Supply Installation, and Commissioning of Camera and Radar Based Bicycle Counting Systems in Addis Ababa, Ethiopia.

1. Scope of Work

The Scope of Work shall include, but not be limited to, the comprehensive supply, installation, integration, and commissioning of a fully operational, smart traffic monitoring system. The selected bidder will be responsible for provisioning advanced edge AI processing units, high-resolution AI-enabled traffic monitoring cameras, and millimeter-wave radar sensors, complete with all necessary structural mounting poles, brackets, outdoor cabinets, specialized cabling, and accessories. To ensure continuous operational resilience, the scope encompasses the supply and installation of power backup systems, including UPS units and self-sustaining solar power infrastructure, alongside robust data communication equipment. Furthermore, the contract requires the full configuration and integration of all field hardware and software components with the central monitoring platform, followed by rigorous calibration, testing, and system commissioning. Finally, the successful bidder must deliver extensive technical documentation and manuals, provide warranty and technical support services, and conduct targeted technical capacity- building training for the client's engineering and operations staff.

2. General Eligibility & Mandatory Pre-requisites

Bidding will be conducted through National Competitive Bidding (NCB) procedures specified in the Federal Government Public Procurement Directive and is open to all eligible bidders.

Interested domestic bidders must provide the following mandatory compliance documents to establish their admissibility:

• Valid Trade/Business License indicating the relevant stream of work.
• VAT Registration Certificate.
• Valid Tax Clearance Certificate issued by the tax authority.
• Mandatory registration in the Public Procurement and Property Administration Agency (PPA) Suppliers List.

3. Bidding Document Purchase and Submission

1. A complete set of Bidding Documents in English may be purchased by interested bidders directly from the AATB procurement office upon payment of a non-refundable fee of ETB 2000.00 (Two Thousand Ethiopian Birr).

2. The amount of the Bid Security shall be ETB 100,000.00 (One hundred Thousand Birr). The Bid Security shall be in A Certified Cash Payment Order (CPO) or Unconditional Bank Guarantee issued by a recognized domestic bank.

3. Late bids will be rejected automatically and returned to the sender unopened.

4. Bids must be delivered to the address specified below physically.

5. The deadline for bid submission is at 10:00 AM (4:00 Local Time).

6. The Bid will be closed and opened on the 15th calendar day from the date of the advertisement at the specified time. If the 15th day falls on a non-working day (Saturday, Sunday, or a public holiday), the bid shall be closed and opened on the next consecutive working day at the same specified time.

Bids will be opened physically in the presence of bidders or their authorized representatives  who choose to attend at the AATB Procurement Directorate on the same submission deadline date at 10:30AM (4:30 Local Time). The absence of bidders or their representatives shall not prevent the submitted bid documents from being opened at the designated time.
