The Ethiopian Engineering Corporation (EEC) has entered into an agreement with Somali Regional State Road Bureau for Consultancy service for Development of Integrated Road Asset Management System.

So, EEC invites interested eligible bidders to submit sealed bids for providing the development of Upgrading of Road Asset Management Software to an Integrated Road Asset Management System (IRAMS) software under the main contract requirement.

1. Eligible firms shall submit the following legal documents document along with their qualification are:- Renewed trade license for the current year, valid tax clearance, VAT registration certificate, Tax Payer Identification Certificate (TIN) and registration supplier list in public Procurement and Property Administration Agency(PPPA).

2. Interested eligible bidders may obtain further information from Supply/ General Procurement Division, Block I, Floor 4, Procurement, Property and facility management Directorate - EEC and inspect the bidding documents at the address given below during office hours from Monday to Thursday 8:00 AM to 12:30 PM and 1:30 PM - 4:00 PM, on Friday 8:00 A.M to 11:30 A.M and 1:30 P.M-4:00 P.M.

3. A complete set of bidding documents prepared in English language shall be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of Birr 300.00 (Three Hundred Birr) starting from the announcement floated on the newspaper.

4. All bids must be accompanied by a bid security of

The bid security in the form of Cahier's payment order CPO or Unconditional Bank Guarantee letter from local bank and must be addressed to "Ethiopian Engineering Corporation" in separate envelope, and be delivered to the address below on or before 10:00 A.M on August 06, 2026. Bid security in the form of insurance bond and letter of guarantee issued by nonfinancial institution shall not be accepted.

5. Bids will be opened on August 06, 2026 at 10:30 A.M in the presence of bidders' representatives.

6. Evaluation is to be carried out in two stages, qualification information first, and financial bids of qualified bidders next.

7. Bidders shall be required to submit:

(a)Sealed Technical Proposal including Bid Security: One original and one copy; and also

(b)Sealed Financial Proposal: One original and one copy.

8. The EEC reserve the right to reject all or parts of the bid.
