The Ethiopian Biodiversity Institute (EBI) is seeking a national consultant firm to develop Integrated Landscape Management Plans (ILMPs) for the restoration of natural habitats and production areas.

Background

Ethiopia's biodiversity faces severe and ongoing threats from habitat loss, inadequate management of protected areas and buffer zones, illegal wildlife trade (IWT), and human-wildlife conflict (HWC). These interconnected challenges have resulted in declining wildlife populations, ecosystem degradation, and increased pressure on rural communities that depend on natural resources. Addressing these threats requires a comprehensive approach that integrates conservation efforts with sustainable land-use planning, law enforcement, and local community engagement. Effective conservation therefore requires integrated management of protected areas and adjacent production landscapes. ILMPs, supported by ecological surveys, biodiversity assessments, Geographic Information Systems (GIS), remote sensing, and spatial analysis, enable the identification and prioritization of degraded ecosystems for restoration while guiding sustainable landscape planning and long-term ecosystem management.

Consequently, to overcome the problems, a seven years project "promoting integrated conservation of wildlife and landscapes for sustainable development of Ethiopia" was launched in collaboration with EBI, EWCA, GEF and UNDP. The project seeks to achieve the project's objective: To conserve Ethiopia's wildlife and ecosystems by strengthening protected areas, restoring degraded ecosystems, reducing illegal wildlife trafficking, and promoting sustainable landscape management for biodiversity and community resilience. As implementing institution, EBI is working with particular emphasis on Integrated Landscape management and livelihood diversification options and sustainable resource utilization in selected priority areas of PAs and their surroundings.

Accordingly, the objectives of this consultancy are to:

1) Develop Integrated Landscape Management Plans (ILMPs) for restoration of natural habitat and area of land under improved practices of production areas within and around the buffer zones of identified PAs;

 2). Identify and map degraded ecosystems around identified protected areas through ecological surveys and biodiversity assessments. It will be supported with preparation of digital maps of the forests, land-uses and types of crops being produced in the landscapes. To support project activities on developing participatory ILMPs and identifying, assessing, and spatially mapping approximately 15,000 hectares for restoration (averagely half part of the PA/area exclosure and half in the buffer zone/natural habitat) of degraded ecosystems using ecological surveys, biodiversity assessments, GIS, and remote sensing, In addition, up to 20,000-25,000 ha of land for improved practices in production lands will be identified for SLM & watershed management without overlapping with restoration area. Thus, EBI seeks to recruit a National Consultant firm for its execution. The consultant service will be carried in to in two PAS: Consultant Lot 1 around CCNP, and Lot 2 around BES separately with the same objectives. Thus, consultant should compete separately for each Lot/PA.

Minimum Requirements of Qualification & Experience

The consultant in this assignment should be conversant on landscape conservation (restoration of degraded ecosystems) and management planning watershed management  issues as well as ecological, wildlife, soil and water conservation/sustainable land management (SLM), community development issues as well as conservation aspects in the forestry and Agrobiodiversity sectors. A Masters or higher-level degree in conservation management and mapping related fields; a minimum of 3 years' relevant work experience undertaking development of integrated landscape management plans; and substantive experience related to issues of protected area management and landscape planning are minimum requirements.

1. Bidding will be conducted in accordance with the open bid tendering procedures contained in the National Competitive Bidding (NCB) as specified in the bidding documents.
2. The supplier must submit valid business licenses indicating the stream of business in which the supplier is engaged in and must be registered in the Public Procurement and Property Administration Agency's suppliers list.
3. Valid VAT Registration Certificate and Taxpayer registration.
4. Tax Clearance Certificate stating the bidder is eligible to participate in any public tender and valid at least at the deadline for submission of bids.
5. Bidders should deposit a non-refundable Five Hundred Birr (500.00 ETB) to the nearby Commercial Bank of Ethiopia (CBE) branch referring Ethiopian Biodiversity Institute on the Account Number 1000005069363, and should come with a bank deposit slip.
6. Bidders shall furnish bid security in the form of CPO or unconditional and irrevocable bank guarantee with an amount of Twenty-Five Thousand Birr only (ETB 25,000.00) in the name of Ethiopian Biodiversity Institute.
7. Bids shall be valid for a period of sixty (60) plus 28 calendar days after tender opening. Ethiopian Biodiversity Institute has the right to request the Bidder to extend the validity period of the proposal for an additional day.
8. The sealed bid document must be submitted in separate envelopes i.e., Technical Proposal, Financial Offer, and Bid Security, and one outer envelope duly marking the inner envelopes as "ORIGINAL" and "COPIES" delivered to Ethiopian Biodiversity Institute.
9. All Bids must be delivered to the address below within 10 (Ten calendar days) after the first day of this bid is announced in the newspaper at 10:00 AM. Late bids shall be rejected. Bids will be opened on the same date at 10:30 AM in the presence of the bidders> representatives who choose to attend in person at the address below. If this day is not a calendar day, the next calendar day is the dayon which the bids should be closed and opened.
