Ministry of Finance of Ethiopia is seeking to recruit five senior-level technical experts for two major donor-funded development projects.

I. Senior Internal Audit Expert

Governance Modernization to Enable Efficient Service Delivery Project

Unit -PFM Component Ministry of Finance

1. Background

The Ministry of Finance of Ethiopia is responsible for strengthening public financial management systems, promoting transparency and accountability, and ensuring the effective use of public resources across the Federal Government. As part of this mandate, the Ministry establishes and monitors systems for budgeting, accounting, disbursement, procurement, property management, internal control, and internal audit across federal public bodies.

The Inspection Directorate of the Ministry of Finance is responsible for overseeing the internal audit function across federal public bodies. This includes guiding internal audit units, ensuring the quality of internal audit work, promoting the application of international internal audit standards, monitoring implementation of internal and external audit findings, and supporting improvements in internal control, governance, risk management, and accountability.

Recent reviews have identified challenges affecting the effectiveness of internal audit across public bodies. These include overemphasis on compliance audits, limited use of risk-based auditing, weak audit  planning and reporting, inadequate follow-up of audit recommendations, limited application of international internal audit standards, weak quality assurance arrangements, and capacity gaps among internal auditors and management.

Accordingly, the Ministry of Finance seeks to recruit a Senior Internal Audit Expert to support the Inspection Directorate in strengthening internal audit systems, manuals, tools, methodologies, quality assurance, capacity building, risk-based audit practices, and monitoring of audit recommendations across federal public bodies.

2. Objective of the Assignment

The overall objective of the assignment is to support the Ministry of Finance Inspection Directorate in strengthening the internal audit function across federal public bodies through improved internal audit governance, standards, manuals, methodologies, risk-based audit practices, quality assurance, audit follow-up, and capacity-building mechanisms.

The specific objectives are to:

a) Review, update, and improve existing internal audit manuals, guidelines, templates, tools, and procedures;

b) Strengthen the application of international internal audit standards and recognized good practices;

c) Support implementation of risk-based internal auditing and enterprise risk assessment practices;

d) Improve the quality of internal audit planning, execution, documentation, reporting, and follow-up;

e) Strengthen systems for monitoring implementation of internal and daily external audit recommendations;

f) Provide mentoring, coaching, and technical support to the Inspection Directorate and selected public body internal audit units;

g) Design and deliver practical training programs for internal auditors, heads of internal audit units, finance officers, and management of public bodies; and

h) Support the Inspection Directorate to enhance internal audit performance monitoring, quality assurance, and reporting across the Federal Government.

 4. Required Qualifications and Experience

The Expert shall have at least a Master's degree in Accounting, Auditing, Finance, Public Financial Management, Business Administration, Public Administration, or a related field. A bachelor's degree with exceptional professional certification and extensive relevant experience may be considered where acceptable to the Ministry.

The Expert shall have at least 10 years of relevant professional experience in internal audit, external audit, public financial management, internal control, governance, or related fields, including at least 5 years of experience in public sector financial management, public sector audit, internal audit reform, or government oversight functions.

The Expert shall demonstrate specific experience in developing or revising internal audit manuals and tools, implementing risk-based internal auditing, conducting enterprise risk assessment, preparing risk registers, delivering internal audit training, coaching internal auditors, reviewing internal audit quality, developing audit follow-up systems, preparing technical reports, and working with government institutions or donor-funded PFM reform programs.

II. Senior Legal Expert A - Public Financial Management, Procurement, PPPs, and International Loan Agreements

BACKGROUND AND PROJECT CONTEXT

The Federal Democratic Republic of Ethiopia (FDRE) has entered into a Financing Agreement with the International Development Association (IDA) for the Governance Modernization to Enable Efficient Service Delivery (GMESD) Project. The Project's development objective is to improve government institutional capacity to mobilize and manage public financial and human resources efficiently. The Ministry of Finance (MoF) is entrusted with the day-to-day implementation and overall coordination of the Project, including the establishment and maintenance of a Project Management Coordination and Support Office (PMCSO) and a dedicated  Project Implementation Unit (PIU) at MoF.

Within this context, the MoF Legal Affairs Department seeks to recruit two (2) Senior Legal Experts to provide specialized legal support across the GMESD Project work streams particularly those related to improving Domestic Revenue Mobilization (DRM), advancing Public Financial Management (PFM), strengthening procurement, and ensuring compliance with the Financing Agreement, the Project Operations Manual (POM), Environmental and Social Standards (ESSS), the Environmental and Social Commitment Plan (ESCP), the World Bank Procurement Regulations (September 2023), and the Anti-Corruption Guidelines.

The primary objective is to provide high-caliber legal advisory, drafting, review, and compliance services to the MoF Legal Affairs Department. The experts will help translate reform priorities into clear, coherent, and implementable legal instruments, agreements, and guidance in alignment with international and national standards.

Senior Legal Expert A - Public Financial Management, Procurement, PPPS, and International Loan Agreements

Key Responsibilities

The Senior Legal Expert on Public Financial Management, Procurement, and PPPs will serve as a lead legal drafter and advisor to the Ministry of Finance in all matters concerning the modernization of Ethiopia's public financial legal architecture. The expert will ensure that financial, procurement, and partnership frameworks are coherent, enforceable, and aligned with both the domestic legal order and international best practices.

  • Lead the drafting, revision, and consolidation of public financial management laws and regulations, including fiscal responsibility, budget management, treasury operations, accounting, auditing, and public investment frameworks.
  • Review and modernize public procurement laws, regulations, saint and institutional directives to enhance transparency, efficiency, Silday and value-for-money across government entities.
  • Draft and refine Public-Private Partnership (PPP) legal instruments, including enabling laws, model concession agreements, project development agreements, and risk allocation matrices.
  • Provide detailed legal opinions and interpretive analyses on issues arising under existing PFM, procurement, PPP, and debt management legislation, as well as executive regulations, ministerial directives, and institutional circulars.
  • Serve as a legal advisor in the negotiation and review of international loan and financing agreements, including subsidiary loan and on-lending arrangements, guarantees, and indemnity provisions entered into by the Federal Democratic Republic of Ethiopia.
  • Review and comment on sovereign borrowing instruments, grant agreements, and implementation arrangements to ensure compliance with constitutional provisions, debt sustainability policies, and fiscal risk standards.
  • Develop comprehensive commentaries and annotations to proposed financial and procurement laws, incorporating comparative insights from African and international jurisdictions.
  • Support the Government's contractual and regulatory reform efforts, ensuring alignment between primary legislation, subsidiary rules, and operational manuals.
  • Prepare and deliver capacity-building programs for MoF, FPPPA, and implementing agencies on legal drafting techniques, statutory interpretation, and the legal governance of public finance and PPPs.
  • Provide strategic legal advice on institutional mandates, inter- agency coordination, and dispute prevention and resolution mechanisms across the public financial system.

III. Senior Legal Expert B-Taxation, Customs, and Domestic Revenue Laws

Key Responsibilities

The Senior Legal Expert on Taxation and Customs will provide expert legal drafting, interpretive, and advisory support to strengthen Ethiopia's tax and customs legal framework in alignment with the objectives of domestic revenue mobilization, equity, and predictability.

  • Lead the drafting, review, and harmonization of tax laws and customs legislation, including proclamations, regulations, and directives covering income tax, VAT, excise, turnover tax, withholding tax, stamp duty, and customs valuation.
  • Conduct systematic legal reviews of existing tax and customs provisions to identify inconsistencies, overlaps, and outdated clauses, and propose reform measures that enhance simplicity, transparency, and efficiency.
  • Draft tax policy explanatory notes, administrative circulars, and binding rulings to ensure clarity and predictability in tax administration and taxpayer compliance.
  • Provide formal legal opinions to the Ministry of Finance, Ministry of Revenue, and Customs Commission on taxation, customs, and trade facilitation matters, including tariff reforms and import-export incentive mechanisms.
  • Advise on the negotiation and implementation of double taxation agreements (DTAs) and international tax cooperation instruments to safeguard Ethiopia's taxing rights and fiscal sovereignty.
  • Support legal drafting for e-invoicing, risk-based audit, customs modernization, and digital taxation initiatives, ensuring due process, data protection, and legal enforceability.
  • Participate in the formulation and drafting of taxpayer rights and obligations frameworks, including taxpayer charters, grievance procedures, and penalty harmonization.
  • Review and draft legal frameworks for tax and customs information exchange, interoperability, and cooperation across public entities while ensuring confidentiality and data integrity.
  • Prepare and deliver training sessions, handbooks, and model instruments to strengthen the capacity of legal and tax officials in law drafting, interpretation, and enforcement.
  • Provide ongoing advisory support on disputes, appeals, and interpretation of fiscal laws before administrative and judicial forums.

Desirable Domain Expertise

  • Comprehensive knowledge of Ethiopian tax and customs law, policy, and administration.
  • Experience drafting or advising on tax legislation, DTAs, and fiscal policy reforms.
  • Familiarity with digital and e-governance reforms in tax and customs systems.
  • Proven ability to interpret and apply international fiscal principles to domestic contexts.
  • Strong analytical and drafting skills suited to complex legal and institutional reforms.
  1. PROFESSIONAL QUALIFICATIONS AND EXPERIENCE
  • Minimum requirements (for each Senior Legal Expert):
  • Advanced degree in Law (LL.M. or equivalent).
  • At least 10 years of progressively responsible legal experience in public sector reforms and/or donor-financed projects.
  • Demonstrated experience in legal drafting (laws, regulations, directives, guidelines, contracts) and policy implementation.
  •  Proven ability to interpret and operationalize domestic and international tax and public finance management laws.
  •  Excellent analytical, writing, and communication skills in English; proficiency in Amharic required.

Role-specific experience (distinctive advantages):

  •  Expert A (PFM & Procurement): Strong track record in PFM reform, procurement law and systems (including e-GP), and contract management.
  • Expert B (DRM & Digital): Strong track record in tax administration/revenue law, digital tax systems, and data governance/ICT contracting.

IV. Project Coordinator For INSTITUTIONAL SUPPORT

PROJECT TO STRENGTHEN MANAGEMENT (ISP-SMM)

Project Coordinator

Introduction

The ISP-SMM is an African Development Bank (ADB) financed capacity development project with an objective of strengthening the capacity of Government of Ethiopia in research and policy analysis underpinned by a well managed public investment program. The project will benefit selected departments of the Ministry of Finance, Ministry of Panning and Development, and National Bank of Ethiopia and Ethiopian Capital Market Authority that are responsible for macroeconomic management.

The Ministry of Finance through International Financial Institutions Cooperation Division (IFICD) will coordinate the partners of the project with the collaboration of focal person. from these project beneficiary institutions and MoF departments. The Ministry of Finance seek to recruit a Project Coordinator under this project who will be responsible to build, manage, and sustain strategic collaborations with the project stakeholders.

Duties and Responsibilities;

  • Serving as the central point of contact for stakeholders, organizing meetings, and ensuring clear, efficient information flow between all parties (project stakeholders);
  •  Build and maintain strong relationships with stakeholders, beneficiary government institutions, and other partners;
  • Managing partnership agreements, contracts, and sub-awards while ensuring compliance with donor or organizational standards;
  •  Coordinate project activities and ensure alignment with partnership goals;
  • Facilitate regular meetings and communications with project stakeholders;
  •  Serve as the primary point of contact for project partners;
  • Identifying project risks and resolving partnership-related conflicts or operational bottlenecks;
  •  Work collaboratively with internal PIU (Senior Project Coordinator, Procurement officer, Senior Accountant, and project cashier) to ensure project success;
  • Making sure that there is a synergy among beneficiaries;
  • Organizing and facilitating of project's supervision missions activities as required;
  • Prepare the draft project's quarterly, annual and terminal reports and ensures quarterly reports are dispatched to the Africa Development Bank with the expected quality;
  • Ensures that funds are transferred from the Bank to project account on timely basis;
  • Assist the Senior Project coordinator in developing and implementing monitoring and evaluation frameworks for partnerships;
  • Assist in identifying funding opportunities related to partnerships and prepare funding proposals and grant applications;
  • Assist the Senior Project coordinator to ensures that project audits are conducted on time and timely submission of audit report;
  • Assist the Senior Project coordinator in organising quarterly project steering committee meetings and present quarterly reports and budget;
  • Performs any other ISP-SMM project assignments from immediate be supervisor.

Reporting and Performance evaluation

The Project Coordinator will work closely with ISP-SMM PCU and the IFICD as well as other relevant departments of the Ministry and direct project beneficiary institutions. S/he will report directly to the Senior Project Coordinator.

Required Qualifications

  • The candidate must have /MA/MSc and above in Economics, Project Management, Development management, development studies or any relevant study.
  • The candidate must have minimum of 8 years of work experience in coordinating donor funded projects.
  • Experience working on macroeconomic projects and Economic Reform in Ethiopian context.
  • Proven project management skills, including Project coordinating, Partnership, monitoring, Evaluation and reporting.
  • Excellent understanding of the Africa Development Bank systems and project cycle management procedures.
  • Good understanding of macroeconomic management Proven English language and communication skills
  • Experience in coordinating donor funded projects
  • Demonstrate ability to work with development partners

V. Senior Procurement Officer

Duties and Responsibilities

The main duties and responsibilities of the Senior Procurement Officer will be:

  • Managing the overall procurement aspects of the ISP-SMM project for the procurement of goods, non-consulting and consulting services in accordance with agreed procurement procedures for the project.
  • Providing technical support and guidance to IFICD in all aspects of procurement of works, goods and services.
  • Initiating and coordinating training for implementing agencies in procurement with particular focus on the Africa Development Bank (AfDB) procurement procedures.
  • Monitoring procurement in PCU to ascertain compliance with the AfDB and GoE procurement regulations
  • Preparing and updating the project Procurement Plan as required and uploading the documents and information in Systematic Tracking and Exchange in procurement (STEP).
  • Coordinating/conducting/ the preparation of Terms of Reference, Request for Expression of Interest, Shortlisting, Invitation of Bid, preparation of a comprehensive and complete Bidding documents for Goods, consulting and non-consulting services and preparation of comprehensive and complete Request for proposals (RFP) for the selection of consultancy services.
  • Coordinating/conducting the bid/proposal evaluation process and thereafter preparing the bid/proposal evaluation report and contracts for submission to the relevant authorities for approval and to the AfDB as required.
  • Closely work with and provide the necessary support to the evaluation committee and bid endorsing committee for completion of the evaluation and approval process in an expedite manner.
  • Managing contracts after signature and facilitate its payment process.
  • Attending to all audit queries on procurement issues and provide necessary required data.
  • Developing a procurement processing, monitoring and reporting system and taking a lead in the preparation of quarterly reports on the status of procurement activities in the Project.
  • Initiating the settlement of disputes with suppliers and follow upon shortages and defective supplies/services/works that are in breach of contract provisions.
  • Attending to procurement enquiries and complaints by bidders/ consultants.
  • In conjunction with project teams prepare and disseminate AfDB Guidelines, project procurement manuals and standard bidding documents/RFPs for procurements of works, good sand consultancy services. Produce draft bidding documents and evaluation formats as per the AfDB's Standard Bidding Document (for ICB contracts) and the Standard Bidding document issued by Public Procurement Agency (PPA)-e-GP for National Competitive Bidding (NCB) contract subject to the incorporation of the agreed exceptions.
  • Submit advertisements (REOI), bidding documents, letters of invitation, draft contracts, evaluation reports, and contracts to the African development bank for the items that are subject to review.
  • In conjunction with project teams, organize and manage bidder conferences. In due time for bid evaluations, organise and support evaluation committees (as appropriate, economize evaluation efforts by identifying standing members to serve on various evaluation committee under project).ensure proper documentation of committee's deliberation and findings.
  • Ensure timely approval of evaluation committee's recommendations, if required including (appropriate steering committee review) and prospective contracts.
  • Initiate and complete internal approvals and contract signatures.
  • Submit signed contract, completion and delivery certificates to the financial officials for payments.
  • Track progress of procurement activities against plans set forth in the Procurement Plan
  • Carry out a review to identify constraints and opportunities to the effective and efficient procurement and administration of goods, non-consultancy and consultancy services in the PCU and an implementation Capacity assessment to identify gaps.
  • Participate in different supervision and support missions; identify the progress, procurement challenges and recommendation to improve the implementation of procurement.
  • Carry out effective coordination and timely delivery of and put in place systems to guide procurement management and monitoring the performance of procurement activities at PCU.
  • Producing compiled reports in accordance with reporting requirements to be forwarded to the concerned stakeholders.
  • Undertake his/her responsibilities for smooth and successful completion of procurement activities and making periodic monthly progress reports of deliverables.
  • Keeping proper documentation of all the procurements being implemented under the project and review action plans/schedules and resources required in maintaining the procurement administration, monitoring and reporting systems.
  • Render technical assistance for the IFICD to enhance capacity in procurement and supervision procedures and current standards as well as in other key procurement management systems and areas of expertise as and when required.
  • Establish and implement procurement monitoring and supervision system at IFICD/PCU to regulate the overall Project management and implementation of the project related to Capacity building.
  • Assist in settling any minor contractual disputes between suppliers and implementing agencies and inform relevant authorities at the earliest opportunity of any problem(s) or potential problem(s) which may arise from procurements of consultants, goods and works and recommend possible solutions.
  • Organize meetings and/or consultative forums as required with the beneficiaries and other partners for the successful completion of the Project's procurement activities.
  • Ensure that proper maintenance of files and Procurement Register Books are up-to-date in STEP as well as in hard copy.
  • Develop a proper procurement tracking system.
  • Develop a system and advise MoF on fast clearance of goods.
  • Collaborate and closely work with other PCU team members and other beneficiaries.
  • Present monthly technical reports and perform any other duties assigned by IFICD.

Required Qualifications and Experience

It is envisaged that the technical assistance will require an experienced and high level of technical competence in procurement of services, goods and administrations on AfDB or World Bank financed Projects. The Senior Procurement officer, therefore, should be required to fulfil the following qualifications.

  • MSc/MA/BA from a reputable and recognized university in Procurement and Supply Chain Management, Commerce, Business Administration, Economics, accounting, management, or any other related discipline. Possession of post graduate degree or an advanced degree will be an advantage.
  • Training in procurement or a professional qualification  in procurement.
  • 8/10 years' experience in procurement in a large private/ public sector organization or Projects for Masters and Bachelor degree respectively. 
  • 5 years procurement experience in GOE/AfDB/ funded Projects thorough understanding of AfDB's and government procurement procedures.
  • Computer literacy in the use of word processor, spread sheets and any other application relevant to procurement.
  • Excellent change management skills and strong commitment to sharing procurement and contract management related expertise and experience in order to develop others.
  • Excellent writing and communication skills both in Amharic and English (all reports, documents and correspondences shall be in English).
  • Experience and knowledge on the Systematic Tracking and Exchange in procurement (STEP) is an added advantage.
