The Butajira Town Water Supply & Sewerage Service Enterprise invites sealed bids for the construction of two Type I public toilets in Butajira Town, located in the East Gurage Zone of the Central Ethiopian Region.

1. The Federal democratic Republic of Ethiopia has received financing from the Italian Government toward the cost of the Sanitation Facilities Improvement, and intends to apply part of the proceeds toward payments under the contract for the Construction of Two (2) Type I Public Toilet for Butajira Town. 

2. The Butajira Town Water Supply & Sewerage Service Enterprise now invites sealed Bids from eligible Bidders for Construction of Two (2) Type 1 Public Toilet for Butajira Town located at East Gurage Zone of Central Ethiopian Region at the distance of 130 KM from the Capital City of Ethiopia. The intended construction period shall be for 6 (Six) months.

The Bidding Documents require bidders to fulfill the following qualification requirements.

Peak annual construction turnover: The Bidder shall demonstrate a minimum peak

annual construction turnover of ETB 7 million calculated as total certified payments received for contracts in progress and/or completed within the last five (5) years.

Specific Experience: The Bidder shall demonstrate that it has successfully completed: (i) 1 (one) contract within the last 5 (five) years prior to bid submission deadline, with a value of at least ETB 11 million, OR (ii) Two contracts each of minimum value ETB 5.5 million that have been successfully and substantially completed and that are similar in nature and complexity to the assignment under the Contract supported with the names of the clients, types and value of the contract. There are also additional requirements provided in the bidding document.

3. The Procurement Process will be conducted through National Competitive Bidding using a Request for Bids (RFB) as specified in the World Bank's Procurement Regulations: Procurement In Investment Project Financing Goods, Works, Non-Consulting and Consulting Services Fourth Edition November 2023, (Procurement Regulations"), and is open to all Bidders as defined in the Procurement Regulations.

4. Interested eligible Bidders may obtain further information from Butajira Town Water Supply & Sewerage Service Enterprise and inspect the bidding document during office hours 8:30 AM up to 12:30 PM and 1:30 PM up to 5:30 PM from Monday to Friday at the address given below.

5. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of ETB 1,000.00 (One Thousand). The method of payment will be in Cash.

6. Bids must be delivered to the address below on or before August 27, 2026 at 2:00 PM. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders' designated representatives and anyone who chooses to attend at the address below on August 27, 2026 at 2:30 PM.

7. All Bids must be accompanied by a Bid Security of ETB 200,000.00 (Two Hundred Thousand) in the form of CPO or Unconditional Bank Guarantee using the form in Section IV of this bidding document.

8. Attention is drawn to the Procurement Guidelines requiring the Borrower to disclose information on the successful bidder's beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
