A. INVITATION TO TENDER
For Construction of 3-Classroom Blocks and Rehabilitation of 4 Classrooms at Selected Primary Schools in Kuyu and Degem Woreda, North Shoa Zone, Oromia Region-LOT 1, and Construction of Classroom Buildings (Mud Walling with Cement-Sand Mortar Plaster Finish) and Four-Seat Permanent Latrines at Selected Primary Schools in Kuyu and Degem Woredas, North Shewa Zone, Oromia Region, LOT 2

Positive Action for Development (PAD) is an indigenous, non-governmental, non-profit organization, secular, and legally registered Ethiopian civil society organization with registration number 2330. The organization was established on June 6/2011, with a mission to save lives, promote hope, end poverty, and achieve social justice through integrated and sustainable development approaches.
PAD would like to invite qualified and interested potential bidders for the lot 1 construction of 3-Classroom Blocks and Rehabilitation of 4 Classrooms at Selected Primary Schools in Kuyu and Degem Woreda, North Shoa Zone, Oromia Region, and lot 2 Construction of Classroom Buildings (Mud Walling with Cement-Sand Mortar Plaster Finish) and Four-Seat Permanent Latrines at Selected Primary Schools in Kuyu and Degem Woredas, North Shewa Zone, Oromia Region as specified below:

Note: Contractors must have Category GC/BC, five & above certifications to be eligible to bid on this bid. Prospective contractors must also be able to complete the rehabilitation and construction works within sixty (60) calendar days, and the winning bidder(s) will be required to enter into a contract agreement with PAD after acceptance.
- All pages of this bid document must be completed, signed, and stamped by a duly authorized representative of the Organization/Company. The fully completed document must be submitted to PAD along with the supplier's technical and financial documents. Failure to comply with this requirement will be at the Bidder’s own risk and may result in the rejection of the Bid.
- Bids must be submitted in a sealed envelope, clearly marked with the tender title and reference number, and must include separate Technical and Financial Proposals as required. Both the original and the copy technical and Financial Documents are required to be submitted separately.
- Bidders must comply with all mandatory eligibility and qualification requirements and submit all required supporting documents as specified in the bidding document.
- Performance Guarantee- the successful bidder shall be required to furnish a Performance Guarantee equivalent to 5% of the contract value in the form of an unconditional Bank Guarantee or CPO, prior to contract signing, which shall be payable to the purchaser as compensation for any loss resulting from the supplier’s failure to complete its obligations under the Contract or the purchase order issued. Failure to submit the guarantee within the specified timeframe will result in forfeiture of the award.
- Our organization's payment policy does not permit advance payments. Instead, payments will be made progressively in installments of 30%, 30%, and 40%, based on the verified progress of the work. Each payment shall be subject to verification and certification by the supervising engineer, Field Office, and Head Office staff before payment is processed.
- If a supplier is eligible and willing to participate, they should deposit ETB 1,000 for each Lots into the Commercial Bank of Ethiopia (CBE), Account Number 1000321092938, Account Name: Positive Action for Development (PAD), and can request the tender document by attaching or submitting the bank deposit slip.
- Bidders are required to provide financial offers for all construction and rehabilitation sites included in the bid documents. Partial submission of financial prices for selected sites within the lot will not be accepted.
- PAD reserves the right to award partial sites or all sites included in the bid documents based on the evaluation results and organizational requirements.
- The Bank Deposit Slip should be attached to the email request.
- Bidders, or their authorized representative, can attend the public opening of the Bid at the time, date, and location specified.
Requirements:
Interested eligible Bidders shall provide the written application with copies of the following mandatory legal documents:
- Having BC/GC-5 and Above
- Renewed Business License in the respective area.
- Business Registration
- TIN Certification.
- VAT registration certificate.
- Proof of track record in rehabilitation or construction for the last three years.
- Testimonies of related services
- Memorandum of Association
- Bid bond: 2% in the form of CPO.
- A Technical Proposal and a Financial Offer, submitted in one original and one copy, sealed in separate envelopes, and clearly marked as "Technical Proposal" and "Financial Proposal.
- All Quotations must be presented in English only.
Clarity of specifications and presentation of the bid offer, quality, delivery time, and value-for-money principles will be considered in the evaluation of the bid.
Positive Action for Development (PAD) reserves the right to accept or reject all or parts of the bids at any time without assigning any reason or reason whatsoever. Tenders submitted after the deadline will be automatically rejected.
All interested potential vendors are invited with respect to the referenced invitation to tender.
The submitted Quotation could be used as the basis for a contract between your firm/institution and PAD
Bid Collection, Submission, and Deadline Dates
A. Bid Document Collection Dates
Interested suppliers are required to deposit a non-refundable fee of ETB 1,000 for each lots to the Commercial Bank of Ethiopia (CBE), Account Number 1000321092938, Account Name: Positive Action for Development (PAD).
A complete set of tender documents is available starting from 20 July to 10 August, 12:00 PM (06:00 local time), suppliers must provide the bank deposit slip along with a copy of their valid ID and trade license through one of the following options:
- By Email: Send a request for the bid document to [email protected], attaching the bank deposit slip, ID, and trade license, and clearly state the bid reference number in your email (PAD/036/26) for specifying the lot number and descriptions of Invitation to Tender for construction of 3-classroom blocks and rehabilitation of 4 classrooms at selected primary Schools in Kuyu and Degem Woreda, North Shoa Zone, Oromia Region for lot 1 and Construction of classroom buildings (mud walling with cement-sand mortar plaster finish) and four-seat permanent latrines at selected primary schools in Kuyu and Degem Woredas, North Shewa zone, Oromia Region for lot 2.

B. Bid Document Submission
The completed technical and financial proposal documents shall be submitted in a separate sealed envelope in person, indicating ‘Bid Reference no.” in ‘Original’ and ‘Copy’ to our address in the bid box prepared for this purpose. The bid will be closed on 10 August, 03:00 PM (09:00 local time).
C. Bid Opening Date
The bid will be opened on 10 August, 03:30 PM (09:30 local time). at PAD Head Office in Addis Ababa (in person) and virtually at PAD North Shoa Coordination Field Office, Fitche town, around Abdisa Aga Primary School.
