Procurement of Construction of Seed Store and Office Building

International Development Enterprise (iDE) is a legally registered nonprofit organization registered as a foreign organization with the Authority for Civil Society Organizations (ACSO) with registration number 0696 with the mission of creating income and livelihood opportunities for poor rural households.

iDE has secured a budget from Development Fund of Norway (DFN) for the construction of a community seed bank (store). The proposed project is located in the East Shewa Zone of Oromia Regional State, Adaá district, in Keteba Kebele.

Therefore, iDE would like to invite potential bidders for the above construction work with a completion period of 120 calendar days.

Bidding will be conducted in accordance with National Competitive Bidding (NCB) tendering procedures specified in the Bidding Document.

The bid is open to all bidders starting from the date of this announcement and it will stay open for fifteen calendar days.

Bidders shall comply with the following criteria.

• Certificate of Registration from the Ministry of Works and Urban Development with Category GC 5 and above and BC 4 valid for 2025/2026 EFY.
• A valid trade license renewed for 2026 EFY
• Vat Registration Certificate
• Valid tax clearance certificate

Please take note of the following

• Interested and eligible bidders may obtain further information from iDE main office at the address below between 8:30am to 5:30 from Monday to Friday.
• A complete set of bidding documents in English could be purchased by interested bidders up on payment of a non-refundable fee of ETB 500.00
• Bids shall be submitted in two separate envelopes, one marked "Technical Proposal and Bid Security" and the other marked "Financial Proposal" both of which shall be sealed with one original and one copy and placed in an outer envelope. Please refer the bid data sheet.
• Evaluation will be carried out in two stages: Qualification Information and Bid Security and then Financial Bids of Qualification Bidders.
• Bids must be accompanied by a bid security of 1% valid for 90 days, of total submitted cost in an acceptable Unconditional Bank Guarantee or CPO from a known bank/company.
• Late bids will not be accepted.
• Bidders are required to make a site visit
• The date and time for the bid submission deadline, as well as the bid opening, shall be specified in the bidding document.
• The Bids will be opened in the presence of bidders or their representative who choose to attend on the closing date and time to be specified in the bidding document.
• iDE reserves the right to reject any or all bids
