Procurement of Enterprise ERP & Digital PMO Platforms (Primavera Pa/PMIS) for Infrastructure, Construction & Enterprise Support
1. Introduction & Background
In line with the EL-HADAR Group Enterprise Digital Strategy (2026-2030 / Document DT-D18), the Company hereby invites sealed bids from qualified international and local technology providers, system integrators, and certified solution partners for the turn-key delivery. configuration. deployment, and ongoing support of an Integrated Enterprise Resource Planning (ERP) System and Digital PMO Platform (Primavera P6/PMIS).
2. Mandatory Vendor Qualification Criteria
Interested bidders must demonstrate compliance with the following mandatory criteria:
a) Corporate Experience: A minimum of 5+ years of documented corporate experience in enterprise ERP and PMO software implementations, specifically within Civil Construction, Infrastructure Mega- Projects, and Industrial Manufacturing verticals.
b) Local Support Footprint: Demonstrated capacity to provide on-site technical support, user training. and maintenance through a certified local presence or accredited regional implementation partner in Ethiopia.
c) Track Record: Minimum of three (3) verifiable Construction company/client reference projects of comparable size and complexity executed within the last 5 years.
3. Bidding Procedures & Guidelines
- Collection of Tender Documents: Complete Tender Documents and Technical Specifications can be obtained from the Procurement & Supply chain Department for free.
- Submission Format: Bidders must submit one original and one copies of Sealed Technical Proposals and Sealed Financial Proposals in separate outer envelopes.
- Evaluation Weights: Technical Capability (35%), System Functional Fit (25%), Implementation Team Experience (15%), Commercial Cost (15%), and Support/SLAS (10%). Minimum passing technical score is 80%.
- Submission Deadline: Bids must be physically delivered to the address below no later than August 25, 2026, at 2:00 PM (East Africa Time). Public opening of technical proposals will take place at 2:30 PM on the same day.
4. Right to Reject, Amend, or Cancel
El-Hadar Group reserves the right, at its sole discretion and without assigning any reason.
