Qualification Requirements
- Work Schedule Procurement schedule: procurement schedule of all the resources. Reference: 34.7
- Master schedule: Clearly present the master work schedule
- Machinery Schedule: it shall mention the list of equipment and the delivery date
- Manpower schedule: manpower deployment in the respective works should be present
- Valid tax clearance certificateHaving been submitted valid tax clearance certificate issued by the tax authority in accordance with ITB Clause 4.6. for the year 2018 E.C. Reference: 4.6
- Historical Financial PerformanceSubmission of balance sheets audited by a Chartered Certified Auditor and other financial statements as required in the BDS Clause 17, for the last 5 years to demonstrate the current soundness of the Bidder's financial position and its prospective long term profitability. The audited report must be original or authenticated copy. Note the following.1) Bidders Audit Report should be confirmed with the records approved by the Inland Revenue Authority.2) Bidders must attach renewed legal documents for the year 2018 E.C. of the Chartered Certified Auditor.3) The soundness of the bidders financial position and its prospective long term profitability shall be indicated in the financial statement. - Financial ResourcesThe Bidder must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet the following cash-flow requirement:Liquid assets and/or credit facilities, net of other contractual commitments and exclusive of any advance payments which may be made under the Contract, should be demonstrated that the bidder has unconditional access to, or has available, liquid assets, lines of credit, overdraft facility and other financial means sufficient to meet the construction cash flow estimated as 200 million Birr. - Annual TurnoverThe annual turnover calculated as total certified payments received for contracts in progress or completed must exceed ETB 360 million.For JV ContractorsThe annual turnover calculated as total certified payments received for contracts in progress or completed must exceed ETB 720 million. - Evaluation of BidsThe Bid that is found to be substantially responsive to the professional, technical, and financial qualification requirements, technically compliant in relation to the technical specifications, and with the lowest evaluated bid The lowest evaluated Bid shall be the bid offering better economic advantage ascertained on the basis of factors affecting the economic value of the bid. - History of non-performing contractsNon-performance of a contract did not occur within the last 10 years prior to the deadline for Bid submission, based on all information on fully settled disputes or litigation. A fully settled dispute or litigation is one that has been resolved in accordance with the Dispute Resolution Mechanism under the respective contract, and where all appeal instances available to the bidder have been exhausted. - Site AssessmentBidders shall visit the site and submit site visit letter, detailed report with the technical proposal on the overall technical approach and methodology of the specific project. Reference: 37
Specific Experiance
The Bidder must have completed, within the past ten years, at least one construction project similar in nature to the proposed works (Infrastructure and Landscaping Works) with a value of at least ETB 1.2 billion. The contractor must have completed at least 70% of the work in a satisfactory and acceptable manner, either as a sole contractor, joint venture member, or subcontractor.
OR
The Bidder must have completed, within the past ten years, at least three construction project similar in nature to the proposed works (Infrastructure and Landscaping Works) with a value of at least ETB 400 million. The contractor must have completed at least 70% of the work in a satisfactory and acceptable manner, either as a sole contractor, joint venture member, or subcontractor.

JV agreement
In the case of a bid submitted by a Partnership, Consortium or a joint venture (JV), the Bidder has to submit the Form Data on Partnership, Consortium or Joint Ventures, the Agreement governing the formation of joint venture, or letter of intent to form Partnership, Consortium or Joint Venture, including a draft agreement, in accordance with ITB Clause 4.1.
