1. About this Tender process

SCORE is announcing open tender for construction (labor work) of Solarized Small Scale Irrigation scheme from ground water source at Yayke Kebele of Mirab Abaya woreda in Gamo Zone, South Ethiopia Region

In Ethiopia, SOH implements a project funded by the German Federal Ministry for Economic Cooperation and Development to support severely food insecure communities through improved livelihood enhancement measures, improved agricultural production and environment protection activities, and capacity building.

Ethiopian Catholic Church Social and Development Commission, Spiritan Community OutReach Ethiopia (SCORE) is a faith based registered organization operating Development interventions in Gamo and South Omo Zones of SNNPR and Borana zone of Oromiya region.

The organization has a plan to build Solarized Ground Water Small Scale Irrigation Project at Yayke Kebele of Mirab Abaya woreda in Gamo Zone, South Ethiopia Region.

Thus, SCORE invites legitimate bidders who have valid/renewed licenses in construction work of solarized ground water small-scale irrigation project (Labor work only) to participate in bid for construction of the ground water small scale irrigation project.

The details of construction work (labor work) of the solarized small-scale irrigation scheme is clearly specified in the tender document of this bid.

2. Eligibility criteria

Any firm/company that fulfills the Criteria listed below can apply for the Bid.

• Bidders must have a valid registration certificate from ministry of urban and development or equivalent regional regulatory body and must be registered for VAT.
• Valid/Renewed license
• Contractors must be Licensed WWC/GC Grade-5 and above to be eligible to participate in the bid. The license should be valid for the Year 2018 Ethiopian calendar.
• Bidder must have tax clearance of 2017 E.C
• Bidder must have renewed trade license, tax clearance and VAT registration certificate.
• Proof of experiences in constructing solarized ground water small-scale irrigation schemes.
• Testimonials of constructing of solarized ground water small-scale irrigation project with completion certificate.
• VAT registration Certificate.
• CPO 2% of bank guarantee.
• All interested bidders shall submit their price quotation in a sealed envelope for each of specified items that bears the stamp of the bidder and duly signed.

• The bidder must have similar work experience.

3. Evaluation of quotations and award criteria.

• Financial 40% and technical 60%

• Bidder’s questions regarding the tender (Information about planned awarding): August 7-8/2026.
• The Tender document/ One original; two copies for both technical & Financial/ must be delivered to Addis Ababa SCORE head Quarter on or before August 20/2026 at 05:00PM
• Bid opening date: August 21/2026 at 10:00am local time in the presence of the bidders or their legal representatives.
• Awarding of the contract : August 26/2025
• Validity of the quotation: August 20/2026 at 05:00PM
• Beginning of construction work: September 7/2026.

Required Documents

• Finical and Technical Original document must be sealed in separate enveloped and enclosed in one envelope marking “Original Document with project site location.
• Finical and Technical Copy document must be sealed in separate enveloped and enclosed in one envelope marking “ Copy Document with project site location”
• Seal both Finical and Technical documents in master envelop having the name of the contractor, its contact number and also site location that the contractor applied.

Award

• The winner of the tender process will be selected within seven business days from the deadline, August 20/2026 at 05:00PM with the possibility of extending this period if necessary to clarify the information contained in the proposals in writing.
• Tender results will be communicated to all participants no later than six business days from the date of the decision on the winner by sending an email to the bidders. The winner of the tender will be sent a corresponding email within six business days from the moment when such a winner is selected.
• In the event of a possible extension of the tender deadline by August 20/2026 at 05:00PM, the binding period shall be extended, even if its expiry is determined according to a specific date or time, by the period by which the tender deadline is extended, unless otherwise agreed.
