Invitation to Bid for the Endline Evaluation Consultancy Firms

Pastoralist Concern (PC) is a reputable national Civil Society Organization with over 30 years of dedicated service in Ethiopia. We are a non-political, non-religious, non-racial, and non-profit organization committed to creating a positive and lasting change in the life and livelihood of pastoral communities.

PC hereby invites sealed bids from eligible, qualified, and competent consultancy firms for the Endline Evaluation of the AECID Convenio 2022/PCONV/000429 project. "Entitled Reducing gender gaps and gender-based violence in the southern Somali Region Ethiopia," at Fafaan zone (Jijiga woreda). Afdher zone (Cherati and Dollobay woredas) and Liban zone (Filtu and Moyale woredas).

Interested and qualified bidders are invited to submit their sealed technical and financial proposal bids documents separately for each;

All bidders are attaching to the following required documents & Requirements as parts of the bid documents.

1.Renewed Professional License

2. Renewed business License

3. VAT Registration Certificate and TIN Certificate.

4.Recent Tax Clearance Certificate from the concerned authority.

5. Organizational profile including evidence of experience (i.e. previous performance) in evaluation of similar organizations in the professional manner.

6. Detail of staff assigned to perform the evaluation activities, including experience, qualifications.

7. Detail evaluation work plan that including the expected evaluation start and completion date.

All Interested and qualified firms are inviting to participate in the bid for the endline evaluation activity.

Bid Submission Instructions

1. Bid Availability & Fee: A complete set of bidding documents with detailed technical specifications (TOR) is available at the PC Head Office starting from August, 10, 2026, to August, 20, 2026 upon payment of a non-refundable fee of Birr 200.00 (Two Hundred Birr).

2. Bid Validity Period: Bids must be submitted within Ten (10) consecutive calendar days, from August 10, 2026, to August 20, 2026.

3. Bid Submission: All bids must be submitted in a sealed envelope, along with a proforma invoice, with technical proposal and deposited into the "Bid Box" located at the PC Head Office no later than 5:00 PM on August 20, 2026.

4. Bid Opening: The public bid opening ceremony will be held at the PC Head Office on August 21, 2026. Bidders or their representatives are to attend the opening ceremony not a mandatory.

5. Right of Reservation: Pastoralist Concern reserves the right to accept or reject any or all bids, in part or in full, without providing any reason.
