The Amhara Road, Transport & Logistics Bureau (ANRS RTLB), funded by the World Bank, is seeking consultancy services for the Detailed Engineering Design and Construction Supervision of 37 gravel road projects under the Rural Connectivity for Food Security

INVITATION TO BID

1.The Amhara National Regional State, represented by the Amhara Road, Transport & Logistics Bureau (ANRS RTLB), has received financing from the World Bank toward the cost of the FY 2019 DC2 Gravel Road Projects under the Rural Connectivity for Food Security Program (RCFSP).

The Amhara Road, Transport & Logistics Bureau intends to apply part of the proceeds of this financing to payments under contracts for the provision of Detailed Engineering Design and Construction Supervision Consultancy Services for the projects listed below.

2. The ANRS Road, Transport & Logistics Bureau now invites bidders to submit sealed bids for providing the necessary labor, material and equipment for consultancy for the above projects.

3. Interested bidders shall submit the following evidences:

A. Certificate of Registration from EFDRE Construction authority or Bureau of Urban and infrastructure with the relevant Categories for 2018 EFY and appropriate documentary evidences the bidder's compliance, which shall include:

i) Trading/Business License renewed for 2018 E.C From authorized bodies,

ii) Vat registration certificate,

iii) Tax clearance certificate issued from the tax Authority (Inland Revenue Authority) which allows the bides to participate in public tenders at the date of the deadline for bid submission,

iv) Grade III and below Road and highway categories relevant Professional practices certificate renewed for at least 2018 E.C from authorized bodies, and

V) Evidence of /Being / registered supplier in the list of the mandated Public Body, i.e. Public Procurement and propriety Administration Agency.

4. Interested eligible bidders may obtain further information from and inspect the bidding document at the address given on working days.

A complete set of bidding document prepared in English language may be purchased by interested bidders with a non-refundable fee ETB 1000 (ETB: one thousand) The method of payments shall be in cash. 5. Bidders shall submit two envelopes "Technical Qualification information and bid security" in one envelop and "Financial bid" separately in another envelop and should be sealed in an outer envelope.

6. Evaluation is to be carried out in two stages, technical qualification first and financial bids for qualified bidders next.

7. All bids must be accompanied by a bid security in CPO or Unconditional Bank Guarantee of ETB 150,000.00 (ETB: one hundred fifty thousand).

8. Bid documents shall be submitted to ANRS Road, Transport & Logistics Bureau Rural connectivity for food security program project coordination office ground Floor, Office No 005 P.O.BOX 382 Bahir dar Ethiopian Tel. +251-058-226 2136 Fax +251-058-222-1882 on or before 21 calendar days from the first advertisement at 2:00 PM and shall be publicly opened at 21st calendar day starting from first advertisement date at 3:00 PM. If the opening date lies on a non-working day, it will be shifted to the next working day.

9. The ANRS Road, Transport & Logistics Bureau reserves the rights to reject any or all bids.
