Dear Prospective Bidder,

Expertise France, the French public international cooperation agency, hereby invites eligible local travel agencies to submit their tenders for the Provision of Domestic Flight Booking Services to support its country office and Project Support Unit (PSU) in Addis Ababa, Ethiopia.

1. Background and Objective

Expertise France designs and implements international cooperation projects globally. To support its operational presence and activities in Ethiopia, Expertise France requires the professional services of a qualified local travel agency to manage domestic flight bookings under a two-year fixed contract.

2. Tender Overview & Key Features

• Scope of Work: Provision of Domestic Flight Booking Services as detailed in the Technical Specifications.
• Contract Duration: Two (2) Years.
• Place of Performance: Addis Ababa, Ethiopia.
• Payment Currency: Ethiopian Birr (ETB).
• Procurement Procedure: Adapted procedure under the French Code of Public Procurement.

3. Submission Requirements

Bidders are required to submit a comprehensive proposal written in English, consisting of the following mandatory components:

• Administrative Documents: Valid Ethiopian business license, VAT, TIN, tax clearance, proof of at least three (3) years of experience in travel management, references from international organizations/NGOs/corporate clients, access to airline reservation systems, signed Declaration of Honour (DAJ_F043ENG), and Third-Party Identification Sheet (DAF_F013ENG).
• Technical Offer: Company profile, operational methodology/workflow, Service Level Agreement (SLA) covering emergency and after-hours support, proposed focal points, and confirmation of ability to provide an ETB 300,000 revolving credit facility.
• Financial Offer: In accordance with the requested price structure.

Note: Submission of all listed mandatory documents is required; missing documents will result in bid rejection. Tenders must remain valid for 90 calendar days from the submission deadline.

4. Evaluation Criteria

Tenders will be evaluated using the following award weightings:

1. Price: 30%
2. Technical Value: 70%
   • Relevant Experience (35%)
   • Service Level Agreement (SLA) & Service Delivery Capacity (35%)
