Objective & Scope of Work

Tulu Kapi Gold Mine Share Company (TKGM) invites firm technical and commercial proposals from qualified engineering and heavy steel fabrication contractors for the complete design, structural engineering, raw material sourcing, manufacturing, non-destructive testing (NDT), external UV- resistant painting, internal lining, and factory-side loading of 4 pieces of Aboveground Storage Tanks (AST). Each vessel must feature a nominal working volume capacity of 50,000 liters (50 m3), engineered explicitly as a single-wall cylindrical horizontal cell layout with structural supports. These tanks will be deployed for the aboveground containment of bulk petroleum diesel fuel to support heavy mining fleet operations at the Tulu Kapi Gold Mine site. All engineering designs, material configurations, appurtenances, and testing criteria must strictly comply with national standard ES 7022:2023 (Requirements for Fuel Station Facilities) and the internationally mandated UL 142 Standard for Steel Aboveground Tanks for Flammable and Combustible Liquids.

Bid Submission Guidelines

Bidders are required to organize their commercial tender reply into three clearly divided documentation volumes:
PROPOSAL SUBMISSION VOLUME STRUCTURE Volume I: Legal & Commercial Alignment

• Renewed Ethiopian Federal/Regional Trade Licenses and Manufacturing Certificates.
• Standard VAT Registration Documents and Tax Identification Numbers (TIN). Volume II: Technical Presentation
• General Arrangement (GA) blue-prints showing structural plate profiles, steel saddle sizes, and port centerlines.
• Certified raw steel mill test records, structural steel grades, and Welding Procedure Specifications (WPS). Volume III: Financial & Delivery Offer (Mandatory Format)

• Bidders MUST explicitly state both the UNIT PRICE per tank and the TOTAL LUMP-SUM VALUE for 4 complete tanks.
• Financial bids must be in Ethiopian Birr (ETB), inclusive of all manufacturing components, lining, external coatings, and Ex-Works loading costs.
• Firm factory lead time projection (weeks from official Purchase Order receipt).
• Explicit structural warranty conditions (Minimum 5-Year full structural guarantee mandatory).
