The Federal Democratic Republic of Ethiopia (FDRE) has received financing from the World Bank toward the cost of the Research component and intends to apply part of the proceeds toward payments under the contract Procurement of Freez dryer with accessories, 50-Liter Bioreac- tor with accessories and 2-Liter bench top bioreactor with accessories, with its commissioning, Training and Test for Holeta Biotechnology Research Centre.

1. Ethiopia Institution of Agricultural Research invites sealed Bids from eligible and qualified Bidders for the following Procurement' of Freez dryer with accessories, 50-Liter Bioreactor with accessories and 2-Liter bench top bioreactor with accessories, with its commissioning, Training and Test for Holeta Biotechnology Research Centre Oromia National Regional State in Holeta Town.

2. Bidding will be Conducted through National Competitive procurement using a Request for a Bids (RFB) as specified in the 6 World Bank's "Procurement Regulation" for IPF Borrowers/Grant" (fifth edition September 2023 "Procurement Regulation"), and is open to all Bidders as defined in the Procurement Regulations.

3. Interested eligible bidders may obtain further information from Ethiopia Institution Agricultural Research, Food System Resilience Program Procurement Department inspect the Bidding Document at the address given below from 8:00AM to 12:00AM & 1:00 PM to 5:00 PM from Monday to Thursday and Friday 8:00 to 11:30 & 1:00 to 5:00 before the closing date.

4. The bidders shall furnish the following documents to fulfill the eligibility criteria:

• Trade license renewed in 2018 and 2019 E.C, Current Tax clearance certificate.
• VAT registration, Tin certificate, Supply list from PPPAA.
• Commercial trade registration and Bid Security amounted stated below.

5. Eligible and Interested bidders can buy the bidding documents from address below during working hours up on the submission of bid and the payment must in Non-refundable free of ETB 500.00(Five hundred Birr). The method of payment will be in deposited to EIAR account 1000005069452 with presentation of deposit slip in person and inspect the bidding document during office hours from 8:00AM to 12:00AM & 1:00 PM to 5:00 PM from Monday to Thursday and  8:00 to 5:30 & 1:00 to 5:00 before closing date.

6. Bids must be delivered /submitted to the address below at or before 2:00 PM on September 23, 2026 One Original and Two Copies of Technical and Financial Proposals sealed separately and enclosed in one other envelope in accordance with the requirements presented in the bid date sheet. The Bid will be opened at 2:30 PM on September 23, 2026 in the presence of Bidders or its representatives. Late corners shall be rejected from Bid.

7. All bid shall be accompanied by a bid security amounting as per stated in the biding document. The total amount of Bid Security could be Birr 690,000(Six Hundred Ninety Thousand Birr) or its equivalent in, an easily convertible currency. Bid security must be in the form of either CPO or Bank Guarantee from a recognized any local Banks by the name of Ethiopia Institution of Agricultural Research and shall remain valid for 120(One Hundred Twenty) days after Bid submission deadline. The bid security shall be valid for twenty-eight days (28) beyond the end of the validity period of the bid. Insurance Bond is not acceptable. For Bank Guarantee the bidder must use the bank guarantee from included in section IV (Bid Form) of the bidding document. Bid security declaration is not acceptable. The Bid Security shall attach with in the original bid proposal.

8. The Institutions reserves the right to accept or reject all or parts.
