The Ministry of Irrigation and Lowlands (MILLS) is seeking expressions of interest from individual consultants for the construction supervision, contract administration, and design review of the Irrigation Scheme of Sidama - Gidabo.

1. The Government of Ethiopia has received loan financing from the Arab Bank for Economic Development in Africa for The productivity Enhancement Support to the Integrated Agro- Industrial Parks and Youth Employment (PESAPYE) project implemented through the Ministry of Irrigation and Lowlands (MILLS) and intends to apply part of the loan amount to payments under the contract for the Consultancy Services for Construction Supervision, Contract Administration and Design Review for construction work of Irrigation Scheme of Sidama - Gidabo to procure in QCBS method. The services to be provided under the Assignment include: Supervision of construction and contract administration, Submission of Monthly, quarterly Progress Reports, ensure contractors obligation in Environmental and social safeguard, Submission of Revised Bill of quantity report, Design Review before startup of the construction works and Approval of payment certificate.

2. The Ministry of Irrigation and Lowlands now invites individual consultants to indicate their interest in providing the above-described services. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (documents, references to similar services, experience in similar assignments, etc.)

3. The estimated duration of the services is 33 months

4. Interested consultants may obtain further information (including detailed Terms of Reference) at the address below during office hours (9:00 am to 4:30pm).

5. The eligibility criteria, the establishment of the short-list, and the selection procedure shall be in accordance with the Arab Bank for Economic Development in Africa Website at http://www.badea.org. Please, note that interest expressed by a consultant does not imply any obligation on the part of the MLLLS to include him/her in the shortlist.

6. Expressions of interest must hand delivered or emailed to the address below on or before September 18, 2026, at 02:00 PM and must be clearly marked "Expression of Interest for the Consultancy Services for Construction Supervision and Contract Administration and Design Review. (Interested local bidders shall get forms and TOR up on request, by which an EOI for this Assignment must be submitted in this form otherwise it is a means for rejection).

7. A shortlist of six consultants will be established at the end the request of expressions of interest. The consultants on the shortlist selection will be judged on the criteria on the basis of their updated resume, firms whose general experience with the assignment, a firm that has successfully completed similar assignment and Management team and technical capability.
