The Ethiopian Wildlife Conservation Authority (EWCA) is seeking a national consultant firm to support the co-designed development of a General Management Plan (GMP) for the Hallydeghe Assebot Proposed National Park.

2. BACKGROUND

The Ethiopian Wildlife Conservation Authority (EWCA) is a Federal Government Organization responsible to ensure the conservation and sustainable utilization of Ethiopia's Wildlife Resources. Currently, EWCA is implementing a GEF-8 funded and United Nations Development Program (UNDP) supported Project: "Promoting Integrated Conservation of Wildlife and Landscapes for Sustainable Development of Ethiopia". As part of implementation of the project, EWCA seeks to hire a national consultant firm to support preparation of General Management Plan (GMP) process for Hallaydeghe Asebot National Park. 

3. APPLICATION REQUIREMENTS AND PROCEDURES

1. Bidding will be conducted in accordance with the open bid tendering procedures contained in the National Competitive Bidding (NCB) as specified in the bidding documents.
2. The supplier must submit valid business licenses indicating the stream of business in which the supplier is engaged in and must be registered in the Public Procurement and Property Administration Agency's suppliers list.
3. Valid VAT Registration Certificate and Taxpayer registration.
4. Tax Clearance Certificate stating the bidder is eligible to participate in any public tender and valid at least at the deadline for submission of bids.
5. Interested bidders can obtain bidding documents, upon bringing deposit of a non-refundable Five Hundred Birr (500.00 ETB) to the nearby Commercial Bank of Ethiopia (CBE) branch referring Ethiopian Wildlife Conservation Authority on the Account Number 1000007870004 and should come with a bank deposit slip, from Ethiopian Wildlife Conservation Authority, Procurement and Finance Executive Office, Sengatera, Yobec Commercial Center Building, 9th Floor, Room No. 905.
6.  Bidders shall furnish bid security in the form of CPO or unconditional and irrevocable bank guarantee with an amount of Fifty Thousand Birr only (ETB 50,000.00) in the name of Ethiopian Wildlife Conservation Authority
7. Bids shall be valid for a period of sixty (60) plus 28 calendar days after tender opening.
8. Ethiopian Wildlife Conservation Authority has the right to request the Bidder to extend the validity period of the proposal for an additional day.
9. The sealed bid document must be submitted in separate envelopes i.e., Technical Proposal, Financial Offer, and Bid Security, and one outer envelope duly marking the inner envelopes as "ORIGINAL" and "COPIES" delivered to: Ethiopian Wildlife Conservation Authority, Procurement and Finance Executive Office, Sengatera, Yobec Commercial Center Building, 9th Floor, Room No.: 905.
10. All Bids must be delivered to the address below within 10 (Ten calendar days) after the first day of this bid is announced in the newspaper at 10:00 AM. Late bids shall be rejected. Bids will be opened on the same date at 10:30 AM in the presence of the bidders' representatives who choose to attend in person at the address below. If this day is not a calendar day, the next calendar day is the day on which the bids should be closed and opened.
11. Ethiopian Wildlife conservation Authority reserves the right to cancel or modify the tender partially or entirely.
