1. Background & Scope The International Livestock Research Institute (ILRI) invites eligible, qualified consulting firms or evaluation teams to submit technical and financial proposals for conducting the Mid-Term Review of the Restoration of Livestock Services in Conflict and Drought Affected Areas of Ethiopia (RESTORE) project.

  • Objective: Formative, independent review assessing progress, implementation quality, and emerging results across all 4 project components and 5 results to provide actionable recommendations for course correction.
  • Review Period: July 1, 2024 – June 30, 2026.
  • Geographic Scope: Selected woredas across Amhara, Oromia, Somali, Afar, South Ethiopia, and Tigray regional states, alongside central stakeholder meetings in Addis Ababa.
  • Assignment Duration: Up to 3 calendar months, starting provisionally in the second week of October 2026.

2. Mandatory Qualification Requirements Bidders will be evaluated on a pass/fail basis before technical evaluation and must provide documentary evidence for the following:

  • Legal Registration: Valid certificate of incorporation/registration and business license. (Ethiopian firms must include valid business license and tax registration).
  • Organizational Experience: Minimum 5 years of demonstrated experience in M&E, evaluations, or advisory work within agriculture, livestock, food security, or resilience sectors.
  • Track Record: Successfully completed at least 3 comparable assignments in the last 5 years involving multi-stakeholder or donor-funded development projects.
  • Capacity & Integrity: Institutional capacity to oversee quality control, field logistics, safeguarding, data security, and full compliance with anti-fraud/sanctions declarations.

3. Submission Requirements & Instructions

  • Separate Submissions: Technical and financial proposals must be submitted in separate electronic files to avoid disqualification (no financial info allowed in the technical proposal).
  • Language & Currency: Proposals must be in English. Financial offers must be stated in ETB and EUR (inclusive of all professional fees, field/travel expenses, and applicable taxes).
  • Proposal Validity: 90 calendar days from submission deadline.

4. Key Deadlines & Timelines

  • Clarification Deadline: September 14, 2025, at 23:00 Addis Ababa time
  • Proposal Submission Deadline: September 21, 2026, at 23:00 Addis Ababa time
  • Provisional Commencement: 2nd week of October 2026

5. Evaluation Criteria Contracts will be awarded based on Best Value for Money using an 80/20 Technical to Financial score weighting. Only technical proposals scoring at least 70 out of 100 points will move to the financial opening.
