The Federal Democratic Republic of Ethiopia has received financing from the World Bank for Health Emergency Preparedness, Response, and Resilience (HEPRR) MPA Project (P180127) and intends to apply part of the proceeds for procurement of Hiring a consulting firm for the establishment and operations of Bioequivalence (BE) center (Consulting firm) for AHRI.

The consulting services ("the Services") include providing expertise support in the design, establishment and operation of a bio analytical laboratory; Support and oversee the implementation of quality standards and operating procedures towards developing a regulatory compliant full-fledged bioequivalence center with bio analytical, clinical and CRO services and the firm will be preferred to have local partner firm or expert to ensure capacity building lessons are documented

Beside to this the service also include Establishing a bioequivalence center requires careful planning and execution. A consulting firm engaged in such a project typically carries out a series of specialized tasks to guarantee that the facility adheres to world class quality standards and, regulatory requirements for operational excellence

The consultant should have the competencies and experiences working in the BE industry and consulting others for establishment and operations of a full-fledged BE center. All this experience is essential for the long-lasting success of the project. It is highly recommended that the firm an international consulting firm with extensive expertise in the global bioequivalence industry and a deep understanding of stringent regulatory frameworks, including WHO standards, FDA regulations, and comparable international as described in Terms of Reference (TOR). The Federal Ministry of Health now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short listing criteria are core business and year in business, relevant experience for establishment and operations of Bioequivalence (BE) centre (Consulting firm), technical and managerial capability of the firm. The Qualifications and Experience of Key Experts shall not be included in the short listing criteria. Key Experts will not be evaluated at the short listing stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank's "Procurement Regulations for IPF Borrowers" September 2025 ("Procurement Regulations"), setting forth the World Bank's policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: as per paragraph 3.17 of the Procurement Regulations.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
