1. Introduction

Good Neighbors Ethiopia (GNE) Invites sealed bids from eligible, licensed, and technically qualified supplier's/flour factories for the supply and delivery of First-Grade Wheat Flour, through a national open tender, for the Tigray Emergency Food Support Project in Enderta Woreda, Tigray Region, Ethiopia. The wheat flour will be distributed as emergency food support to 210 vulnerable beneficiary households in Lemlem Kebele, Enderta Woreda.

3. Eligibility Criteria

Interested bidders must meet the eligibility requirements and submit all mandatory legal, administrative, and technical documents specified below. Failure to submit any required document may result in the bid being considered non-responsive and excluded from further evaluation.

Bidders shall submit:

• A copy of a valid and renewed Trade License applicable to the current Ethiopian fiscal year and relevant to the goods being offered.
• Copies of the Certificate of Registration, Taxpayer Identification Number (TIN) Certificate, and VAT Registration Certificate.
• A copy of a valid and renewed Tax Clearance Certificate applicable to the current Ethiopian fiscal year.
• Food manufacturing/supply authorization or other relevant licenses.
• Product quality certificate or certificate of conformity.
• A copy of a recent valid Cash Register Machine (CRM) receipt issued by the bidder as evidence of an active CRM facility. The successful supplier must be able to provide a valid CRM receipt for payment; other forms of receipt will not be accepted.
• Bid Security equivalent to 2% of the total bid price, submitted in the form of a Cash Payment Order (CPO) only, and valid for a minimum period of 45 calendar days from the bid submission deadline.
• All other documents and information required to demonstrate full compliance with the technical, financial, administrative, and other requirements stipulated in the tender document.

All submitted documents must be valid, legible, and verifiable at the time of bid submission. GNE reserves the right to verify the authenticity and validity of any document or information submitted by a bidder.

4. Collection of Tender Documents

• Availability: Bidders can obtain the tender document starting from September 24, 2026, during office hours Monday to Friday, 8:00 AM - 4:00 PM (East Africa Time).
• Document Fee: A non-refundable fee of ETB 1,000.00 is required, payable in cash at the G Good Neighbors Ethiopia - Tigray Field Office.

5. Bid Submission and Opening

Bidders shall prepare and submit their bids in accordance with the instructions provided in the tender document.

• Bids must be submitted in a sealed envelope (Technical: original and copy; Financial: original and copy), clearly marked.
• Submission Deadline: October 08, 2026 at 10:00 AM.
• Submission Venue: Good Neighbors Ethiopia-Tigray Field Office, Mekele, Kebele 15, in front of Atse Yohannes Primary School, Mekneyesus Building, Room No. 04.
• Bid Opening: October 08, 2026, at 10:15 AM, at the same venue, in the presence of bidders or their authorized representatives.
• Late Submissions: Late bids will not be accepted and will be rejected.
• Electronic Submissions: Bids submitted electronically by email will not be accepted.

• GNE reserves the right to accept or reject any or all bids, in whole or in part, in accordance with its procurement policies and procedures and without being obliged to provide detailed justification to unsuccessful bidders, subject to applicable requirements.
