Qualification Requirements

• Nationality The consultant has to submit its nationality in accordance with ITC Sub-Clause 4.2; Reference: ITB 4.2
• VAT registration certificate The domestic consultant has to submit VAT registration certificate issued by the tax authority (n accordance with ITC Clause 4.5(b)(ii)); Reference: ITC 4.5(b)(ii))
• valid tax clearance certificate The domestic consultant has to submit a valid tax clearance certificate issued by the tax authority, in accordance with ITC Clause 4.5(b)(iii); Reference: 4.5(b)(iii);
• Debarred by decision of the FPPA The consultant has not been debarred by a decision of the Public Procurement and Property Administration Agency from participating in public procurements for breach of its obligation under previous contracts, in accordance with ITC Clause 4.3. Reference: ITC 4.3
• Conflict of interest The consultant has no conflict of interest as described in ITC Clause 5; Reference: ITC 5
• Valid business license The consultant has to submit valid business license indicating the stream of business in which the Consultant is engaged, in accordance with ITC Clause 4.5(b)(i); Reference: ITC Clause 4.5(b) (i);
• CVs of the Professional staff The consultant has to provide CVs of the professional staff signed by the staff themselves or by the authorized representative of the professional staff. Reference: ITC 17.1
• Financial Proposal Price The consultant has to calculate the financial proposal price as prescribed in ITC Clause 19 and quote prices in the currency specified in the BDS in accordance with ITC Clause 20. Reference: ITC 19and 20
• Certificates of satisfactory execution of contracts The consultant has to submit Certificates of satisfactory execution of contracts provided by contracting parties to the contracts successfully completed in the period and budget as specified in the BDS Clause 16.3; Reference: ITC 16.3
• Financial Standing The consultant has to submit financial statements certified by an independent auditor as required in ITC Clause 15.2(a) for the period specified in Section 3, Evaluation Methodology and Criteria; Reference: ITC 15.2
• Technical Proposal, Form T 3 The consultant has to complete its Technical Proposal, Form T 3, in accordance with Terms of Reference presented as per template in Section 6. Reference: ITC 36.4(d)
• Statement attesting the origin of the Consultancy Services offered; The consultant has to provide in the Technical Proposal Submission Sheet Form the Statement attesting the origin of the Consultancy Services offered. Reference: ITC 36.4 (a)
• Registration in the (EGP) Suppliers List valid Reference: 1.3
• Relevant professional practice certificates The consultant has to submit relevant professional practice certificates, (Certificate of competency renewed for 2019 E.C.) Must provide from Oromia Construction Authority (OCA) or Ethiopian Construction Authority (ECA) which renewed for 2019-year budget  Reference: ITC 4.5(b)(iv)
