1. Context and Background

Expertise France, the French public international cooperation agency, operates in Ethiopia to support balanced economic development, capacity building, and public policy enhancement. Under the ECOTRADE Project, Expertise France is working alongside the Ethiopian Chamber of Commerce and Sectoral Associations (ECCSA) to boost intra-African trade under the AfCFTA framework. To support local enterprise competitiveness, ECCSA is developing practical, context-specific digital learning content to be hosted on an dedicated e-learning platform.

Expertise France invites qualified consultancy firms/organizations to submit tenders for Consultancy Services for the design and development of an e-learning platform tailored to Ethiopia's legal, institutional, and economic environment.

4. Required Documentation

To be considered compliant, bidders must submit a complete dossier containing:

   • Official proof of registration at the trade/companies registry in the country of establishment (e.g., Certificate of Incorporation, K-bis, or RCCM equivalent).
   • Company Profile.
2. Financial Offer:
   • Duly completed, dated, and signed financial offer.
   • Detailed price breakdown formatted as a unit price schedule (price in man-days with an estimated number of days) covering all requested deliverables.
3. Technical Offer:
   • Clear understanding of the assignment and the Ethiopian business/economic context.
   • Quality of proposed methodology, operating mode, and deliverables.
   • Profile and relevant experience of the proposed experts/team.
   • Quality of the Work Plan (chronogram, day allocation, timeline).
   • CVs of key designated experts.

Note: Missing mandatory documentation will result in immediate rejection.

5. Evaluation & Selection Criteria

Offers will be evaluated out of a maximum score based on technical quality (70 points) and price (40 points):

Technical offers scoring below 40 out of 70 points will be deemed inappropriate and eliminated.
