Qualification Requirements

• conflict of interest Interested party is not have a conflict of interest as described in ITIP Clause 6 Reference: ITB 6
• Qualifications and Experience of Key Expert  The Interested party has to provide Qualifications and Experience of Key Experts. Reference: ITIP 27.3(e)
• Technical and Managerial capability Interested party has to demonstrate technical and managerial capability of the firm. Reference: ITIP 27.3(d)
• Financial Turnover Capacity: Bidders must submit audited financial statements for the last three (3) consecutive Ethiopian fiscal years showing adequate annual cash flow and turnover capacity to execute design phases without liquidity failure.   Reference: 4
• Litigation & Non-Performance Check: Applicants must submit a formal declaration ensuring they have no history of abandoned public works, un-extended project delays, or active contract litigation with other Ethiopian public universities or government institutions.  Reference: 1

Valid Business License 

  Interested party  has to submit valid business license indicating the stream of business in which the Interested party  is engaged, in accordance with ITIP Clause 4.5(b)(i);

Nationality 

Interested party  does have nationality in accordance with ITIP Clause 4.2;

Business Organization Registration Certificate 

Interested party  has to submit business organization registration certificate issued by the country of establishment in accordance with ITIP Clause 4.5(c);

valid tax clearance certificate 

Domestic Interested party  has to submit a valid tax clearance certificate issued by the tax authority in accordance with ITIP Clause 4.5(b)(iii).

VAT registration certificate 

Domestic Interested party  has to submit VAT registration certificate issued by the tax authority (in case of contract value specified in REOIDS Clause 4.5(b)(ii)), in accordance with ITIP Clause 4. 5(b)(ii).;

JV Agreement or Letter of Intent 

 In the case of a Expression of interest  submitted by a joint venture (JV), the Interested party  has to submit the Form Data on Joint Ventures, the Agreement governing the formation of joint venture, or letter of intent to form JV, including a draft agreement, in accordance with ITIP Clause 4.1.

Terms and Conditions

-Any bidder must submit the original bid document to the Sodo University Procurement Office No. 24, Wolaita, one day before the bid opening date. - The University reserves the right to reject the bid in whole or in part if it finds a better alternative. - Any bidder is required to attach clear and legible original documents. If the submitted document is illegible or unclear, it will be disqualified. - Any bidder must attach a tax clearance certificate from the same business license for which it is bidding or, if it does not provide a tax clearance certificate, it will be required to provide evidence from the relevant authority that tax clearance is not required. Failure to do so will result in disqualification. - Any bidder must enter or send the opening secret number within 30 /thirty/ minutes of the bid closing. If a bidder fails to do so, the bid document will remain unopened and only the bids sent will be processed and evaluated.
