Qualification Requirements

Consultant Certification of Compliance Form the Team Skill Consultant has to provide in the Consultant Certification of Compliance Form the Team Skill Matrix identifying the skills that are relevant to the role in the contract team and are required for successful execution of the contract; Reference: ITB 37.3(c)
Team Leader/Lead consultant (Master’s degree or above in agriculture, agricultural economics, rural development, development studies with 10+ years of experience in conducting agriculture or related surveys in Ethiopia (both quantitative and qualitative), Reference: -
Programmer BSC/BA degree or above in the fields of Statistics, ICT, Computer Science, or related fields. with 10+ years’ experience as a statistician, Programmer, etc including designing ODK, Kobo Toolbox, Survey CTO and development and modification of electronic data collection instruments; hands-on experience in software packages such as STATA, SPSS, NVivo and Atlas) Reference: -
Coordinators of the survey A master’s degree or above in the fields of Statistics, Agricultural Economics, Sociology, Economics, Monitoring and Evaluation, or related fields6+ years of experience in agricultural or related data collection activities and, in addition, experience in supervision and coordination of field worksKnowledge and experience in electronic data collection platforms like ODK, Kobo, SurveyCTO, CSpro, etc by smartphonesKnowledge in qualitative data collection like handling FGD, KII, case stories, etcFluent in local language (as may be applicable)May handle the quantitative and qualitative data collection when quantitative and qualitative enumerators fail to handle the assignment up to the required standards Reference: -

Enumerators (for Quantitative, and Qualitative data Must have a BSC/BA degree or above in the fields of Statistics, Agricultural Economics, Economics, Monitoring and Evaluation fields or related fields.The quantitative enumerators must have at least two years of experience in agricultural or related data collection activities.The quantitative enumerators must have knowledge and experience in electronic data collection platforms like ODK, KOBO, SurveyCTO, CSpro, etc., using smartphonesThe quantitative enumerators must have knowledge of local languages in the Regions of data collection.The quantitative enumerators must be involved in only quantitative data collection (Not participated in qualitative data collection).The qualitative enumerators must have special skills and experience in collecting qualitative data and probing, and have at least two years of experience in agricultural or related qualitative data collection activities like KIIs, FGDs, transcription and translation, reviewing documents, writing case stories, etc The qualitative enumerators must be involved in only qualitative data collection.If the qualitative enumerators have difficulty handling the assignment to the required standard, the firm should assign the work to the coordinators or those personnel who have the required expertise and experience. CVs of the Professional staff

Consultant has failed to provide CVs of the Professional staff signed by the staff themselves or by the authorized representative of the Professional Staff.

Documents proofing its financial standing

Consultant has to submit other documents proofing its financial standing, as required in the BDS Clause 15.2(b);

Audit Report Document

Consultant has to submit financial statements certified by an independent auditor as required in ITC Clause 15.2(a) for the period specified in Section 3, Evaluation Methodology and Criteria;

Technical Proposal Form

Consultant has to complete its Technical Proposal, Form in accordance with Terms of Reference presented as per template in Section 6;

Valid tax clearance certificate

Domestic Consultant has to submit a valid tax clearance certificate issued by the tax authority, in accordance with ITC Clause 4.5(b) (iii);

Nationality

Consultant does have nationality in accordance with ITC Sub-Clause 4.2;

Major relevant contracts successfully completed

Consultant has to provide in the Consultant Certification of Compliance Form information about major relevant contracts successfully completed in the number and period specified in the BDS;

Valid business license

Consultant has to submit valid business license indicating the stream of business in which the Consultant is engaged, in accordance with ITC Clause 4.5(b) (i);

Certificates of satisfactory execution of contracts

Consultant has to submit Certificates of satisfactory execution of contracts provided by contracting parties to the contracts successfully completed in the period and budget as specified in the BDS Clause 16.3;

Average annual turnover

The average annual turnover for the period specified does exceed the amount of the Bid Proposal in value specified in the BDS;

Partnerships, consortium, or joint ventures

In the case of a Bid Proposal submitted by a partnerships, consortium, or joint ventures, the Consultant has to submit the Form Data on partnerships, consortium, or joint ventures, the Agreement governing the formation of partnerships, consortium, or joint ventures, or letter of intent to form JV, including a draft agreement, in accordance with ITC Clause 4.1

Conflict of interest

Consultant is found to have a conflict of interest as described in ITC Clause 5;

Professional practice certificates,

Consultant has to submit relevant professional practice certificates, if required in BDS Clause 4.5(b) (iv);

VAT registration certificate

Domestic Consultant has to submit VAT registration certificate issued by the tax authority in accordance with ITC Clause 4. 5(b)(ii);

Beneficial Ownership Disclosure Form

In case of Partnerships, Consortium or Joint Ventures, the Consultant to submit a separate Beneficial Ownership Disclosure Form for each member on the following ways

1) Directly or indirectly holding 10% or more of the shares.

2) Directly or indirectly holding 10% or more of the Voting Rights or

3) Directly or indirectly having the right to appoint a majority of the board of Directors or an equivalent governing body of the consultant or

4) Whether a person directly or indirectly exercises significant influence or control over the Company (tenderer)
