Qualification Requirements

• Conflict of Interest No conflict of interest as described in ITB Clause 6. Reference: 4.3
• VAT registration certificate for Domestic Bidders Having been submitted VAT registration certificate issued by the tax authority (in case of contract value of Birr 100,000.00 and above) in accordance with ITB Clause 4. 6(b)(ii) Reference: 4.6(b)(ii)
• Valid tax clearance certificate for Domestic Bidders Having been submitted valid tax clearance certificate issued by the tax authority (Domestic Bidders Only) in accordance with ITB Clause 4.6(b)(iii) Reference: 4.6(b)(iii)
• Submission of Delivery and Completion Schedule The initial & completion delivery period of the goods should be within six consecutive months starting from the signing date of the contract. Reference: 37.4 (e)
• Average annual turnover Detailed External annual audit reports (not financial statements) for the last three (3) consecutive recent years. We consider two (2) years with better sales volumes for the bidder year on year comparison. For the bidder must exceed or equal to: i.e. (year one + year two) divided by 2) = average annual turnover amount of equal to or exceed: 330,365,554.54 ETB Reference: 37.5 (c).
• Nationality Nationality in accordance with ITB Clause 4.2. Reference: ITB Clause 4.2
• Valid business license Having been submitted valid trade license or business organization registration certificate issued by the country of establishment in accordance with ITB Clause 4.6(b)(i) Reference: 4.6(b)(i)
• Personnel for the key positions Personnel:At least 5/five/ staff currently work for the Bidder. Among the staff mentioned at least 3 of them should have degree or above in Electrical /Electro-mechanical engineering /Information Technology related subjects and 2 /two/ staff should have certificate or above the bidder must submit the staff members' educational qualification certificate.  Reference: 37.3 (b)
• Origin of the Goods and Related Services offered Bidder has to provide in the Bid Submission Sheet Form the Statement attesting the origin of the Goods and Related Services offered Reference: 37.4 (a).
• Submission of Manufacturer Authorization Letter The Bidder shall be required to include with its bid, original and genuine Manufacturing Authorization Letter From The Manufacturer of The Goods, that it has been duly Authorized to supply in Ethiopia. Reference: 5.6 & 37.4 (d) (iii)
• Submission of Description of the warranty offered Bidder shall provide a minimum two /2/ year comprehensive warranty commencing from the date of final commissioning. Reference: 37.4 (d) (ii)
• Form Data on Joint Ventures In the case of a bid submitted by a joint venture (JV), the Bidder has to submit the Form Data on Joint Ventures, the Agreement governing the formation of joint venture, or letter of intent to form JV, including a draft agreement, in accordance with ITB Clause 4.1 Reference: 4.1
• Aftersales Service The supplier should have or lease/ contract agreement with a well-organized dealership & after sales workshop service & spare part dealership in Addis Ababa. Reference: GCC 19
• Warehouse Authenticated license of the rental warehouse agreement authenticated by Government document authentication and registration Organization located in Ethiopia if it is rented and If it is owner certificate of ownership given by the Government concerned Office must submitted. Bidder should have a warehouse premises in Addis Ababa or around 35 km. the area of the warehouse must be at least 100 m2. Reference: GCC 19
• Submission of Certificates of satisfactory execution of contracts satisfactory execution letterCertificates of satisfactory execution of contracts in the stream of business : the supplier shall demonstrate documented experience in successful supplying and delivering at least the required amount, either by the supplier or the supplier's manufacturer/ assembler/, supported by relevant contracts, purchase orders, delivery records or completion certificates.The required amount is 1,415,852,376.6 ETB​The Certificate of satisfactory execution of contracts shall include the following data:​a)      ​The name and place of establishment of the contracting parties,​b)      ​The subject-matter of the contract,​c)      ​The value of the contract​d)      ​The time and place of performance of the contract,​e)      ​A statement concerning the satisfactory execution of contracts.N.B. Though, the bidder unable to summit essential evidences regarding to certificate or execution such as value of the contract, the performance time and place of the contract performed etc... the contract agreement as an execution letter stated above directly could not taken as satisfactory execution in the technical evaluation session​ Reference: 37.4 (c).

1. A bid security must be form of an unconditional and Irrevocable bank guarantee or CPO . A submitted original form by softcopy/attach on e-Gp/ and hardcopy/in person/ bid securities shall be issued in the name of Addis Ababa City Administration Public Procurement and Property Disposal Service 2. bidder must share technical and financial key before 10 minutes of bid opening. 3.AAPPPDS reserves the right to reject the bid partially or in full. 4. post evaluation will be conducted and we will notify the date of visit.
