1. The Yilmana Densa Woreda of Agriculture office has received financing/grant/ credit from the world Bank toward the cost of Food System Resilience program (FSRP) and intends to apply part of the proceeds toward payments under the contract for the construction of Engada kebele Yita small scale irrigation project.

2. The Yilmana Densa woreda finance office invites sealed bids from eligible bidders for works contract

3. Bidders should be evaluated with their attached technical proposal documents against technical evaluation criteria of bidding documents and based on required Specification.

4. Bids shall be valid for a period of one hundred (100) days after bid opening including 28 days as per ITB 18.2.

5. The amount of bid security as stated in the table above in the form of unconditional Bank Guarantee or CPO /Cashier Payment Order/and shall remain valid for one hundred (100) days. Insurance bond is not acceptable.

6. Bidding will be conducted through the National Competitive Bidding (NCB) procedures as specified in the World Bank's Procurement Regulations for IPF Borrowers (September, 2025) (Procurement Regulations), and is open to all eligible bidders as defined in the procurement Regulation.

7. Interested eligible bidders with Water Works License /Grade Three/3/ and above/ may obtain further information from Yilmana Densa woreda finance office (procurement and property administration team) and inspect the bidding document during office hours from 8:30 A.M to 5:30 PM Monday to Friday at the address given below.

8. A complete set of bidding documents in English Language may be purchased by interested eligible bidders from Yilmana Densa Woreda, Finance Procurement and Property Administration team /Kebele 02/, in front of Adet municipality, upon payment of a nonrefundable fee of Birr 500 /five hundred Birr/only.

9. The bid document will be directly sent by the bidder or its legal representative upon the submission of a written application request.

10. Bids must be delivered to the Yilmana Densa woreda, procurement and property administration team.

11. The bid will be float for 30 consecutive calendar days and closed bid submission up to 11:00 local time. The next 31 day bids shall be publicly open at 4:00 local time/10:00 AM in the presence of bidders or legal representatives.

12. Bids shall be publicly opened in the presence of the bidders' designated representatives who choose to attend at 4:30 local time/10:30 AM on the same date. If the bid opening date is on Holiday, opening date will be the next working day at the same time. Electronic Bidding shall not be permitted. Late Bids shall be rejected

13. Bidders are required to submit readable and clear copies of all eligible documents and licenses which are renewed for the year 2026/2027 G.C.

14. The office reserves the right to accept or reject all or part of the bids without giving reasons, therefore, and to waive informalities and irregularities, which do not constitute a material modification in the bids received.
